The meeting was called to order at 6:00 p.m. in the Medford Room, City Hall, 411 W. 8th Street, Medford with the following members present.
 
Councilmembers Daniel Bunn, Al Densmore, Karen Blair, John Michaels and Chris Corcoran.
 
1.  Fire District #3 Shared Management:  City Manager Eric Swanson provided the information on the original meeting with representatives from Fire District #3 which was held to determine if there were any cooperative effort opportunities that could exist between the agencies.  Jack Snook, ESCI addressed the Council and provided an overview of cooperative agreements.  He spoke to the areas throughout the state where this type of cooperation exists and noted that the Rogue Valley has had experience with this as well. 
 
He noted that the top goal in these discussions is "what is the service level - how do we provide the best service that is financially sound”.  He noted that the most common method for this is utilization of an interagency agreement.  He provided information regarding the preliminary meeting held and specific opportunities for Medford and JCFD#3 which include Incident Command Overhead Team operate with a single Fire Chief and shared administrative team, shared Duty officer, Shared Battalion Chief coverage, expanded role for logistics, facilities and maintenance, combined department, single Fire Marshal. 
 
He spoke to the next steps if policy decision is made to pursue this type of arrangement.  First is to ensure that communication between all the invested agencies, members, and public is maintained to ensure that pitfalls are identified and addressed.  ESCI is recommending that the City Manager and Fire Chief of Jackson County Fire Dist. #3 establish a working group to begin pursuing specific options.  They would report to an appointed intergovernmental committee made up of two elected officials from each agency for reporting purposes.  They are also recommending that the key staff positions be left unfilled until the two agencies have had time to consider if they want to pursue cooperative effort options.
 
Colin Fagen, Jackson County Fire Dist. #3 board member provided feedback on the Fire Districts board discussion regarding this issue.  They also met with members of their agency and they directed the Chief and staff to move forward in answering questions, relating to the big six issues.   The Board is unanimous on a shared management board.
 
Councilmembers questioned the next steps and funding for moving forward.  Mr. Swanson noted that staff will be working to define a work plan and cost to continuing moving forward and will present that to Council.
