The regular meeting of the Medford Planning Commission was called to order at 5:30 p.m. in the Council Chambers on the above date with the following members and staff in attendance:

20.       Consent Calendar/Written Communications. 
20.1     LDP-11-108 Consideration of a request for a one-year time extension of the tentative plat for a three lot partition on 1.86 acres located on the southeast corner of West McAndrews Road and North Ross Lane within a C-C (Community Commercial) zoning district.  (Reager Street, LLC, Applicant; CSA Planning, Ltd., Agent).
           
Motion: Adopt the consent calendar.

30.       Minutes. 
30.1     The minutes for March 27, 2014, were approved as submitted.
           
40.       Oral and Written Requests and Communications.  None. 
           
            Lori Cooper, Deputy City Attorney, read the Quasi-Judicial Statement.
           
50.       Public Hearing. 
            New Business
50.1     LDP-14-020 Consideration of a request to create two parcels on a 0.27 acre lot located on the southwest corner of Viewcrest Drive and Skyhawk Ridge in the MFR-20 (Multiple Family Residential, 20 dwelling units per gross acre) zoning district.  (Unis Family Trust, Applicant; Stephen Terry, Agent).
           
Chair Zarosinski inquired whether any Commissioners have a conflict of interest or ex parte communication they would like to disclose.  None were declared.
           
Chair Zarosinski inquired whether anyone in attendance wishes to question the Commission as to conflicts of interest or ex-parte contacts.  None were disclosed.
           
Kelly Akin, Principal Planner, read the land division criteria and gave a staff report.  Ms. Akin pointed out that at the Commissionerís seats was a handout of revised Findings that was presented to staff this morning from the applicantís agent.  These will be submitted into the record as Exhibit D-1.
           
The public hearing was opened and the following testimony was given.
           
a.  Stephen M. Terry, P. O. Box 8083, Medford, Oregon, 97501.  Mr. Terry reported that he was presented tonight on behalf of the Unis Family Trust.  They have reviewed the revised Findings, provided them to the Commission at their places this evening, reviewed all exhibits as provided by staff and the applicant and agent request approval of this application as submitted.   
           
The public hearing was closed.
           
Motion: Adopt the Findings as recommended by staff and direct staff to prepare a Final Order for approval of LDP-14-020 per the Staff Report dated April 3, 2014, including Exhibits A through J and the revised Findings in Exhibit D-1, and all conditions of approval.

60.       Report of the Site Plan and Architectural Commission.  None.
           
70.       Report of the Joint Transportation Subcommittee.
70.1     Commissioner Christie reported that the Joint Transportation Subcommittee has not met.
           
80.       Report of the Planning Department.  
80.1     Kelly Akin, Principal Planner, reported that the Site Plan and Architectural Commission heard two applications last Friday.  Lithia is moving their facilities from downtown to the Oregon Auto Mall on Highway 62 and Coker Butte.  Last Friday the Site Plan and Architectural Commission heard the plans for Lithia Volkswagen and BMW. 
 
The Planning Department hired a new planner, Jennifer Jones.  This is her second week with the Planning Department.  She was unable to attend tonight.  She is a current planner and will be working under Ms. Akin.  Ms. Jones was a Site Plan and Architectural Commissioner. 
 
The Planning Department does not have any business before the City Council until next week. 
 
The Planning Commission study session scheduled for Monday, April 14, 2014, is canceled. 
 
 
The April 24, 2014 joint study session with City Council will be held at the Carnegie Library.  Lunch will be served at 11:30 a.m.  The meeting begins at noon.
 
There is business scheduled for the Planning Commission through May 2014.  Staff has applications for ninety new lots.     
           
90.       Messages and Papers from Chair of Planning Commission.  None.
           
100.     Remarks from the City Attorney.
100.1   Ms. Cooper reported that she will be going to Salem next week for the argument in the LUBA case for Spring Meadows.  She will let the Commission know how that goes. 
           
110.     Propositions and Remarks from the Commission.  None.   
           
120.     Adjournment. 
            The meeting was adjourned at 6:47 p.m. The proceedings of this meeting were digitally recorded and are filed in the City Recorder's office.
