The regular meeting of the Medford Planning Commission was called to order at 5:34 p.m. in the Council Chambers on the above date with the following members and staff in attendance:

20.1     LDS-14-018 Final Order for tentative plat approval of a 3-lot partition on 1.24 acres located on the west side of Highcrest Drive approximately 230 feet north of Hillcrest Road within the SFR-4 (Single Family Residential – 4 units per acre) zoning district.  (EDRU Properties Inc., Applicant; Ogun Arslan, Agent).
           
20.2     CUP-14-026 Final Order for a Conditional Use Permit to allow a crematorium in an existing building and a new sign within the 25.77 acre Siskiyou Memorial site located on the east side of Highland Drive between Siskiyou Boulevard and Greenwood Street within a SFR-4 (Single Family Residential – 4 units per acre) zoning district. Leavitt Oregon Inc., Applicant; Bret Benzley, Agent).
           
20.3     LDS-14-037 Final Order for tentative plat approval for Warren Park Subdivision Phases 1 & 2, an 11-lot residential subdivision on a 2.43 acre parcel located on the west side of Warren Way and the western terminus of Diamond Street within a SFR-6 (Single-Family Residential – 6 units per acre) zoning district.  (Suncrest Homes LLC, Applicant; Scott Sinner Consulting, Inc., Agent).
           
Motion: Adopt the consent calendar.

30.       Minutes. 
30.1     The minutes for May 22, 2014, were approved as submitted.

50.1     CUP-14-042 Consideration of a request for a Conditional Use Permit to enclose an existing 1,680 square foot covered area and add 1,120 square feet to the service area of an existing auto dealership on 5.78 acres located on the west side of Biddle Road at the intersection of Automation Way, within an I-L/PD (Light Industrial/Planned Development Overlay) zoning district.  (Southern Oregon Subaru Volvo Mitsubishi, Applicant; SOS Real Property, LLC, Agent).
           
Chair Zarosinski inquired whether any Commissioners have a conflict of interest or ex parte communication they would like to disclose.  None were declared.
           
Chair Zarosinski inquired whether anyone in attendance wishes to question the Commission as to conflicts of interest or ex-parte contacts.  None were disclosed.
           
Sarah Sousa, Planner IV, read the conditional use permit criteria and gave a staff report.
           
The public hearing was opened and the following testimony was given.
           
a.  Duane Wallace, Southern Oregon Subaru, 3103 Biddle Road, Medford, Oregon, 97504.  Mr. Wallace reported that they are purposing to enclose their service reception drive area to make it more customers friendly for weather conditions.    
           
Ms. Sousa stated that if the Planning Commission adopts the Final Order tonight there does not appear to be any agenda items for the next Planning Commission meeting. 
           
The public hearing was closed.
           
Motion: Adopt the Final Order for approval of CUP-14-042 per the Staff Report dated June 5, 2014, including Exhibits A through N.

50.2     LDS-14-043 Consideration of a request for tentative plat approval for Solar Zone Subdivision Phases 1 & 2, an 8-lot residential subdivision on a 1.86 acre parcel located on the north side of Sunset Drive, approximately 500 feet east of Thomas Road within a SFR-6 (Single-Family Residential – 6 units per acre) zoning district.  (Edward and Kim Bautista, Applicant; Stephen M. Terry, Land Use Consultant, Agent).

a.  Stephen M. Terry, Land Use Consultant, P. O. Box 8083, Medford, Oregon, 97501.  Mr.
Terry reported that he is the agent for the applicants Edward and Kim Bautista.  Mr. Terry stated that they have reviewed the staff report and the conditions therein and they are in agreement with staff’s recommendation.      
           
The public hearing was closed.
           
Motion: Adopt the Final Order for approval of LDS-14-043 per the Staff Report dated June 5, 2014, including Exhibits A through O.

60.                   Report of the Site Plan and Architectural Commission. 
60.1     Commissioner Miranda reported that the Site Plan and Architectural Commission met last Friday and they had two items on the agenda.  Agenda item AC-14-029, construction of a retail building on north Riverside and Court Street, under the consent calendar, was approved. Under public hearings agenda item AC-14-038, the Hilton Garden Hotel, was approved. 
           
70.                   Report of the Joint Transportation Subcommittee.
70.1     Commissioner Christie reported that the Joint Transportation Subcommittee has not met.   
           
80.       Report of the Planning Department.  
80.1     Kelly Akin, Principal Planner, reported that Council Representative Karen Blair passed away Wednesday and read a statement.  The Medford City Council and City staff members are deeply saddened at the passing of Karen Blair who died after a courageous battle with lung cancer.  Karen represented Ward 2, the western and southwestern quadrants of Medford.  She was passionate about her City and her constituents and served them faithfully throughout her term in office.  Karen was a huge advocate for public art within the City as well as the preservation of Medford’s Historic District.  Prior to being on the City Council Karen diligently volunteered on a variety of City Commissions.  She was first appointed on January of 2007 to the Housing and Community Development Commission and served on several Boards and Commissions prior to running for City Council.  After Karen took office she served as the Council’s liaison to several Boards and Commissions and was instrumental in guiding them through many issues that resulted in the betterment of the community.  Karen served as a Council member from January 2011 until her passing.  Karen leaves an outstanding legacy at the City of Medford and will be greatly missed by everyone she touched through her service to the City.       
 
The next Planning Commission study session is scheduled for Monday, June 23, 2014.  There are two items on the agenda. 
 
There is no business for the Planning Commission meeting on Thursday, June 26, 2014.  There is business scheduled for both Thursday, July 10, 2014 and Thursday, July 24, 2014, meetings.
 
On June 5, 2014, the Planning Department did not have any business for City Council.  There is business for the City Council for their meeting on June 19, 2014.  They will hear a General Land Use Plan amendment that the Planning Commission heard at their last meeting on McAndrews and Springbrook.
 
The Planning Department has invested a huge amount of time for the last year on the Sustainable City Initiative with the University of Oregon.  They had their wrap-up meeting on Tuesday that was quite an undertaking.  Over the school year there were fourteen projects, twelve which have been completed.  They included Emergency Preparedness, Public Relation Campaigns for RVTD, Parks, Fire and Police.  They worked on Fire Facilities Design and connections to Bear Creek Greenway.  That is just a sampling of what the students did.  Still not completed is the Way-Finding which has two more classes that will not be completed until the end of this calendar year.  The Fire Department Strategic Plan is to be completed in the summer term.  Departments that were involved were Fire, Police, Planning, Emergency Management, Parks, Public Works, RVTD, and Community Volunteers.  They had members from the Bicycle Pedestrian Advisory Committee that participated in the Greenway and Way-Finding. They spent a lot of time riding up and down the Greenway and discovering there are no signs there.  There was a lot of help form the Metro Medford Downtown Association particularly on Way-Finding.  Ms. Akin acknowledged Mr. Jim Huber, Planning Director, is the project coordinator for the City but he could not have done it without Cheryl Adams, Planning Office Administrator.  Her greatest undertaking was gathering fifty bicycles for the students to ride on the Greenway.  Thanks to REI and City staff members that donated the use of bikes. 
           
90.       Messages and Papers from Chair of Planning Commission. 
90.1     Chair Zarosinski extended condolences to Karen Blair’s family.  He is very sorry to hear that news.
