March 19, 2015
The meeting was called to order at 6:15 p.m. in the Medford Room, City Hall, 411 W. 8th Street, Medford with the following members present.
Councilmembers Daniel Bunn, Eli Matthews, Clay Bearnson, Kevin Stine, Chris Corcoran, Dick Gordon and Michael Zarosinski.
Mayor Wheeler and Councilmember Tim Jackle were absent.
1.  Parks & Recreation Leisure Services Plan:  Rich Rosenthal, Assistant Parks & Recreation Director addressed the Council and provided an overview of the process being undertaken to update the Parks & Recreation Leisure Services Plan.  He distributed a draft of a survey that will be utilized to obtain citizen input.  He noted that the Parks & Recreation Commission has recommended adoption of the survey and he is seeking Council feedback. 
Councilmembers reviewed the survey questions.  Councilmember Bearnson questioned the location of the aquatics facility at Hawthorne Park as opposed to other locations.  Mr. Rosenthal noted that Bear Creek Park could be another location to consider.   
Mr. Rosenthal noted that they will be working to obtain 600 surveys and described the methods that will be utilized to get the survey out to the public.  These include sending the survey to their recreation user database, direct mail, in-person and focus groups.
Councilmember Bunn questioned how surveys will be obtained from individuals who have not utilized Parks & Recreation services to ensure that there is a balanced response.  Mr. Rosenthal noted they will be doing outreach to all members of the community.  Councilmembers discussed using the utility bill insert as a method to alert citizens about the survey being available on line.
Councilmembers discussed the various questions within the survey and offered some recommendations for modifications. 
Mayor Wheeler arrived.
Councilmembers wrapped up the discussion on questions and provided revisions to Mr. Rosenthal.
Meeting adjourned at 7:03 p.m.
