The Medford City Council Study Session was called to order at 6:00 p.m. in the Medford Room of the Medford City Hall on the above date with the following members and staff present:
Mayor Gary Wheeler; Councilmembers Daniel Bunn, Chris Corcoran, Dick Gordon, Tim Jackle, Eli Matthews, Kevin Stine, Michael Zarosinski
City Manager Pro Tem Bill Hoke; City Attorney Lori Cooper; City Recorder Karen Spoonts; Human Resources Director Mike Snyder; Interim Police Chief Randy Sparacino
Councilmembers Clay Bearnson, Chris Corcoran and Dick Gordon were absent.
Strategic Planning
Mayor Wheeler questioned what Council would like to discuss. The following are comments that Council came up with pertaining to the Strategic Plan:
  • Itís too much; too large. Simplify
  • It is difficult to explain
  • Use as an operation plan
  • Some goals/objectives are general, such as safe community
  • Currently tied to the AIC
  • Time consuming for staff
  • Staff knows what to do without the Plan
  • Budget matches the Plan
  • Keep the outline only (located on page 3); donít break it down further
  • Stay focused on a few items and do them well
  • Provide priorities to staff; perhaps reactionary (crimes, drugs) and proactive (economic, conference center, affordable housing)
  • Important topics: economic development; strong workforce; crime
  • Use Medford Code to streamline the process
  • Have a separate study session with Planning Director Jim Huber, Public Works Director Cory Crebbin, Building Director Sam Barnum, and Parks and Recreation Director Brian Sjothun
  • Involve a consultant, mediator, Chamber and/or Homebuilderís Association
City Manager Pro Tem Bill Hoke brought up a previous plan prepared by Horizon Centre, Inc. called the System Assessment and Improvement Plan (emailed to Council on February 2, 2016).
Staff to schedule additional study sessions on this topic.
The meeting adjourned at 7:20 p.m.
