Housing and Community Development Commission
Wednesday, February 3, 2016

Meeting called to order @ 5:35 p.m.
1. Roll Call
Present: Commissioners – Dawn Blanchette, Marie Cabler, Denise James, Chad McComas, Shanon Pewtress, Jennifer Puryear, Bill Boehning and Daniel Smith. Staff – Angela Durant. Council Liaison – Clay Bearnson. Absent: Commissioners – Kristen Brooks.
2. Introduction of New Member
Commissioner Kristin Brooks was not in attendance.
3. Public Comments
None.
4. Approval of Meeting Minutes from January 6, 2016
Minutes were approved as submitted; with a brief conversation about ACCESS’ return of program income and the status of Council’s approval of an inclusionary zoning support letter.
5. Election of Commission Officers
Marie Cabler opened discussion regarding nominations for 2016 Commission Chair and Vice-Chair. Shanon Pewtress nominated Marie Cabler for Chair; Marie accepted the nomination.
Motion 1: A motion passed to elect Marie Cabler as Chair of the Housing and Community Development Commission. Motion made by Shanon Pewtress; seconded by Chad McComas. Motion passed with no discussion and eight votes. Shanon Pewtress nominated Bill Boehning for Vice-Chair; Bill accepted the nomination.
Motion 2: A motion passed to elect Bill Boehning as Vice-Chair of the Housing and Community Development Commission. Motion made by Shanon Pewtress; seconded by Dawn Blanchette. Motion passed with no discussion and eight votes.
6. CDBG Orientation and Distribution of Application Binders
Angela Durant distributed 2016 CDBG application binders containing five capital improvement project requests and 10 public service program requests. The commission was provided with a detailed CDBG orientation covering the following key areas:

8. Old Business
Marie Cabler updated the commission on efforts to promote the jurisdiction’s support of the existing ban on inclusionary zoning. Clay Bearnson provided a brief explanation of Council’s determination. Mr. Bearnson also opened discussion of the possibility of writing a letter expressing his personal support.

10. Remarks from Commissioners
a) Commissioners: Denise James, Executive Director of Habitat for Humanity confirmed her abstention from reviewing and scoring CIP applications; as a 2016 CDBG applicant. Shanon Pewtress updated the commission on Southern Oregon Jackson County Residential Statistics.
b) Chair: Marie Cabler provided the commission with insight on several issues related to the overall process of the CDBG application review, scoring and recommendation to Council. Mrs. Cabler also suggested forwarding questions regarding specific applications to staff.
