Meeting called to order @ 5:38 p.m.
1.Roll Call
Present: Commissioners – Marie Cabler, Denise James, Chad McComas, Shanon Pewtress, Bill Boehning and Daniel Smith. Staff – Angela Durant. Council Liaison – Clay Bearnson. Absent: Commissioners – Dawn Blanchette, Jennifer Puryear and Kristen Brooks.
2.Public Comments
Jeff Jackson, Housing Rehabilitation Specialist with Housing Authority of Jackson County, presented a potential future CDBG neighborhood infrastructure project. Mr. Jackson introduced concerns regarding failing septic lines in the Beal Lane area, which was annexed into the city. This area consists of 11, .5 acre parcels with septic systems originally installed in the 50’s and 60’s. The condition of these lines may present an emergency if not rehabilitated in the near future. Replacement of the main line is estimated at $200,000 with additional homeowner repair costs $3,000-$5,000 for each home. Commissioners asked several questions and would invite looking at this project application under future CDBG program years.
3.Approval of Meeting Minutes from February 3, 2016
Minutes were approved as submitted.
4.Determine 2016 CDBG Funding Recommendation
The Commission reviewed several options while working to formulate a final funding recommendation for the 2016-17 Action Plan.
Motion: A motion passed to recommend 2016-17 CDBG funding related to public service programming under the 2016-17 Action Plan as follows. Motion made by Shanon Pewtress; seconded by Daniel Smith. Motion passed after discussion and six votes.

5.New Business
Angela Durant presented a request for returned program income in the amount of $4,517.86 from Housing Authority of Jackson County.
Motion: A motion passed to approve the request to reallocate program income in the amount of $4,517.86 to the City of Medford Homeowner Repair Program for use during the 2015 program year. Motion made by Daniel Smith; seconded by Shanon Pewtress. Motion passed after discussion and five votes.

Chad McComas made a suggestion that the Commission should consider reviewing the CDBG scoring process during future meetings.
b)Chair
Marie Cabler continued with discussion relating to the scoring process and suggested the Commission review the application and score sheet during a study session or future meeting.
