The meeting was called to order at 6:00 p.m. in Medford City Hall Council Chambers, 411 W. Eighth Street with the following members and staff present:
 
Boardmembers Clay Bearnson, Chris Corcoran, Dick Gordon, Tim Jackle, Eli Matthews, Kevin Stine, Gary Wheeler, Michael Zarosinski
 
Executive Director Pro Tem Bill Hoke; City Attorney Lori Cooper; City Recorder Karen Spoonts
 
Boardmember Daniel Bunn was absent.
 
20.    Approval or correction of the minutes of the January 21, 2016 regular meeting
         There being no corrections or amendments the minutes were approved as presented.

60.1MURA BILL 2016-001  A resolution adopting the first Supplemental Budget for the 2015-17 biennium.
 
Motion:  Approve the resolution.
Moved by:  Kevin Stine                                                     Seconded by:  Clay Bearnson
Roll call:  Boardmembers Bearnson, Corcoran, Gordon, Jackle, Matthews, Stine, Wheeler, and Zarosinski voting yes.
Resolution #2016-001 was duly adopted.

         80.1     Future Urban Renewal options
During a Council Strategic Planning Study Session, Council requested staff look into the possibility of continuing MURA. City Manager Pro Tem Bill Hoke stated that we would need to solicit the bond council and the last time we did that it was $550/hour. He requested direction from the board.
 
Boardmember Jackle questioned if this would be an expense of the City or MURA. Mr. Hoke noted if this would be a new district it would be the City General Fund; if we were to continue the present district we would use the MURA budget.
 
Boardmember Corcoran questioned if we still have the higher leveling rate; Finance Director Alison Chan noted we have two levies, and one is related to MURA. He questioned if we are on a time limit; Ms. Chan noted we are until the bonds are extinguished. Mr. Hoke noted the bonds are currently due to expire in 2025 although they could be paid off by 2018.
 
The board discussed continuing the current district as well as forming a new district with several projects. Boardmember Corcoran requested a study session on the basic fundamentals of urban renewal. Ms. Chan provided information, stating you can have major or minor amendments. She noted we have had minor amendments since she has been with the City. Ms. Chan further stated if the boundaries are changed it would be a major amendment, but would want an attorney’s input.

There being no further business the meeting adjourned at 6:25 p.m.
