The following members were present:  Peggy Penland, Chairperson; Jeff Morejohn, Medford School District; Mike Montero, Chamber of Commerce.
 
Staff representatives present:  Christina Charvat, Traffic Engineering Technician; Karl MacNair, Transportation Manager; Jeff Simas, PW Operations; Trevor Arnold, MPD, Sheila Giorgetti, Administrative Support Technician.
 
Citizens in attendance:  Kim Stowe, Linda Messal, Cary Hays.
 
The meeting was called to order at 12:01 pm by Peggy Penland.  A quorum was present.
 
20.       Approval of Minutes
Mike Montero MOVED to accept the minutes of January 27, 2016.  Jeff Morejohn SECONDED.  Motion was approved.
 
25.       Consent Calendar
25.1 Annapolis Drive at Admiral Way:  installed DEAD END sign
25.2 Oakdale Stewart to Barnett:  school zone signs updated including relocation of signs and the addition of END SCHOOL ZONE signs
25.3 Main Street at Bartlett:  removed and modified marked parking spaces
25.4 Gore Avenue:  NO PARKNG sign installed along the south side
25.5 Country Club Drive between Black Oak and White Oak:  installed one speed sign

30.1     Layla Drive Parking Restrictions Parking Restrictions
James O. Catt, 1953 Layla Drive, Medford, OR 97501 has submitted an electronic Citizen Request Form, requesting parking restrictions on Layla Drive between Arlington Drive and Lozier Lane.  A petition has been turned in, signed by 17 additional local residents in favor of parking restrictions.
 
Christina Charvat gave the staff report.  Layla Drive is a 28-foot wide minor residential street that does not have offset driveways.  When cars are parked along both sides of the street, the space between them is no more than 14 feet.  Current code aims to maintain at least 20 feet of unobstructed clearance for emergency services vehicles to be able to pass through comfortably.  Traffic will likely increase on Layla Drive once Lozier Lane connects to Orchard Home.

The City sent letters to residents asking their input.  Feedback included concerns about parking in front of homes, increased speed as result of fire lane.  Staff recommends the installation of  NO PARKING signs along the east side of Layla Drive between Lozier and Applegate Lane and NO PARKING signs along the west side of Layla Drive between Applegate Lane and Arlington Drive.
 
Kim Stowe, 1910 Layla Drive, voiced his concern that neighbors park a trailer and large pick up on the street, leaving no room for an emergency vehicle to get through.  He wants to consider emergency services over convenience of parking.
 
Linda Messal, 341 Cox Lane, has concerns similar to those of Mr. Stowe.  She stated that emergency vehicles cannot access Cox Lane and there are visibility issues when vehicles park near the intersection. 
 
Cary Hays, 1914 Layla Drive, sees the problem with the amount of parking, and asked for a modification to move the no parking designation to the area between the light pole and mail box. 
 
Mike Montero feels it is reasonable to make the modification requested by Mr. Hays and install alternating NO PARKING restrictions. 
 
Jeff Morejohn questioned whether the parking restrictions would result in residents parking on Applegate Lane; will it be impassible similar to Cox Lane?  Discussion ensued regarding whether to restrict parking on this street as well.  The committee ultimately agreed that parking on Applegate Lane should remain unchanged, except for the corner. 
Peggy corners of Cox and Applegate should be included, but nothing more until we hear from residents. 
 
Mike Montero MOVED to ask city staff to restrict or remove parking on Layla Drive as well as the corners of Cox Lane and Applegate lane; incorporating the modification requested by Mr. Hays.  Jeff Morejohn SECONDED.  Motion was approved.
