Meeting called to order @ 5:37 p.m.

Present: Commissioners – Dawn Blanchette, Kristen Brooks, Marie Cabler, Chad McComas, Shanon Pewtress, Jennifer Puryear, and Daniel Smith.  Council Liason – Clay Bearnson. Staff – Angela Durant. Absent: Commissioners – Bill Boehning and Denise James.
 
2.Public Comments

3.Approval of Meeting Minutes from March 9, 2016.
Minutes were approved with correction of the day of week in the heading to Monday, April 11, 2016.
 
4.Discuss Topics Relating to the CDBG Application and Scoresheet
Commissioners discussed areas of potential modification to the application and scoresheet including: 1) Application alignment with consolidated plan priorities and goals; 2) Application deductions; 3) Objective vs subjective scoring criteria; 4) Transparency and consistency; 5) Diversity in funding recommendations; 6) Targeting annual funding directed by Council; 7) Consideration of unmet needs of identified demographic categories; 8)Importance of project/program collaboration and leverage; and 9) Budget page categories and layout.
 
5.Old Business - CDBG Application and Scoring Criteria
Marie Cabler and Angela Durant addressed additional questions relating to funding recommendation, public hearing and 2016 Action Plan.

Shanon Pewtress shared data from the Jackson County Residential Statistics report, dated 4/30/16.
b) Chair
Marie Cabler requested staff look into possibility of amending the annual grant cycle schedule as well as arrange a commission study session for Monday, May 23, 2016.
 
7.Remarks from Staff
Angela suggested narrative responses on application align with targeted community development categories from the consolidated plan.
