The meeting was called to order at 11:58 a.m. by Mike Montero. A quorum was present.

30.1 Arrowhead and Hondeleau – Stop/Yield Request
Yvette Goodson, 3858 Arrowhead Drive, Medford, OR 97504 has submitted a written Citizen Traffic Request Form requesting STOP or YIELD signs at the intersection of Arrowhead Drive and Hondeleau Lane.
Arrowhead Drive is a 36-foot wide standard residential street with curb and gutter, sidewalks, street lighting and parking available on both sides. Traffic counts recorded 1,500 vehicles per day. Hondeleu Lane is a 28-foot wide minor residential street with curb and gutter, sidewalks, street lighting and parking available on both sides. The intersection of Hondeleu Lane and Arrowhead Drive is a four way intersection. Arrowhead Drive runs north-south from Coker Butte Road to Owen Drive and 25 mph speed signs are posted.
The Traffic Engineering Division conducted a standard STOP Sign Warrant Investigation. Based on satisfied warrant, staff recommends installation of YIELD signs on Hondeleau Lane at Arrowhead Drive.
Cheryl Noles MOVED to accept the staff recommendation and install YIELD signs on Hondeleau Lane at Arrowhead Drive. Jeffrey Morejohn SECONDED. Motion was approved.
30.2 Summerfield Park at Crystal Springs Drive – Request for Crosswalk Improvements
Nathaniel Hampson, 3664 Old Cherry Lane, Medford, OR 97504 has submitted a Citizen Traffic Request Form requesting attention to pedestrian safety while crossing Cherry Lane at Crystal Springs Drive to access Summerfield Park.
Cherry Lane is a 44-foot wide major collector with curb and gutter, intermittent sidewalks, and street lighting. Traffic counts recorded 3,900 vehicles per day. The posted speed limit is 25 mph. Crystal Springs Drive is a 28-foot wide standard residential street that intersects Cherry Lane at the entrance to Summerfield Park. There is a signalized intersection approximately 600 feet away at North Phoenix Road and Cherry Lane.
This is the second request for this location in the past four months. The Traffic Engineering Division conducted a crosswalk study and a marked crosswalk is not warranted at this time. Once the expected installation of a play structure in the park is complete, this location will be re-examined to determine usage. Staff recommends denial of the request based on the lack of a satisfied warrant.

30.3 Delta Waters at Tiffany Street – Request for Parking Restriction
Caryn Husted, 2993 Tiffany Street, Medford, OR 97504 has submitted a Citizen Traffic Request Form requesting parking restriction on Delta Waters Road at the intersection of Tiffany Street.
Delta Waters Road is a 42-foot wide major collector with curb and gutter, sidewalks, and street lighting. The speed limit is 35mph and volume is approximately 4,700 vehicles per day. Tiffany Street is a 28-foot wide residential street with curb and gutter, sidewalks, and street lighting. Currently, there are ten houses on Tiffany Street.
The intersection of Delta Waters Road and Tiffany Street is a T-intersection where Tiffany is stop controlled. Restricting parking approximately 85 feet in either direction will bring the intersection into compliance with Medford Municipal Code 10.735, Clear View of Intersecting Streets.
Staff recommends installation of No Parking signs on both sides of Tiffany, approximately 85 feet in both directions.
Jeffrey Morejohn MOVED to install no parking signs on both sides of Tiffany Street. Cheryl Noles SECONDED. Motion was approved.
There will be a state-wide transportation meeting on August 31st at 5:00 p.m. at the Jackson County Library downtown. This meeting is significant in light of the City Council’s recent resolution that the Foothill Road/N. Phoenix Road corridor is the City’s top transportation funding priority. The City, County, and State will collectively weigh-in on this project.
50. Non-Agenda Items
50.1 W. Main and S. Ivy Street – Request for Crosswalk
Willow Richards, 406 W. Main, Medford, OR 97501, attended the meeting and presented the issue of crosswalk safety at W. Main Street and S. Ivy Street. In the past year, this crossing has become more difficult to get across; cars do not stop and often speed up rather than slow down. A tenant of the Medford Apartments was struck in this crosswalk and is currently in ICU. Ms. Richards requested installing a marked crosswalk similar to that at RCC. She also requested the crossing be repainted and increased enforcement. Mike Montero requested staff investigate this crossing and notify Ms. Richards of the results.
50.2 Hedrick Middle School and Roosevelt Elementary School – Request for Change in No Parking/Bus Parking Signs
Jeffrey Morejohn requested a change to No Parking and Bus Parking signage on the east side of Hedrick and Roosevelt schools. This will accommodate special needs buses. This change will only affect the school district.
Normally this request would go through the normal process and get placed on the agenda; however, the pending start of the school year prompted this item to be presented to the committee as a non-agenda item.
Cheryl Noles MOVED to install and change No Parking/Bus Parking signs at Hedrick and Roosevelt. Mike Montero added that the installation needs to be accomplished by the start of the school year and SECONDED the motion.
