Meeting called to order @ 5:40 p.m.

Present: Commissioners – Bill Boehning, Kristen Brooks, Marie Cabler, Denise James, Shanon Pewtress, and Chad McComas. Staff – Angela Durant. Council Liaison – Clay Bearnson. Absent: Commissioners – Dawn Blanchette and Jennifer Puryear.

Minutes from August 3, 2016 were approved as submitted.

a) Follow-up Discussion on Veteran Homelessness and HUD Recommendations. Angela Durant provided an update on community action relating to the veteran homelessness initiative. She recapped HUD’s involvement in providing ACCESS with technical assistance to reach benchmarks relating to funding received to provide permanent supportive housing to veterans. James Raison with ACCESS is spearheading the Homeless Task Force’s Veteran Subcommittee to raise awareness and improve community collaboration. Ms. Durant has been attending meetings and continues to work with both James Raison and David Mulig to request the City prioritize future funding (in some capacity) to better target veterans’ permanent supportive housing. ACCESS will be presenting to the Commission during the October 5 meeting to make a request to prioritize scoring of 2017 CDBG applications that meet this priority need. Ms. Durant also suggested looking into some type of community education relating to NIMBYism (Not-in-my-backyard) as well providing improved awareness for all sectors as to what “affordable housing” means to our community.  Commissioners contributed to this discussion by providing insight from past initiatives, HUD definitions, and the potential of future studies. Suggestions were made to look at ways to utilize Medford’s existing home inventory over new construction and to explore potential incentives to private landlords.  
b) CDBG Application and Score Sheet Continued Discussion. Marie Cabler led discussion relating to making final revisions to the 2017 CDBG application. She provided an update on the new format expected and reviewed each section to obtain feedback from commissioners. *Meeting was extended to 7:10 p.m.

a)  Commissioners – Shanon Pewtress provided a real estate market update of available homes for sale; 45 active listings were reported. Bill Boehning initiated discussion on potential incentives for owners of multiple rental units to designate a small percentage as “affordable housing.” Daniel Smith suggested seeking involvement from Disabled American Veterans (DAV) regarding the immediate lack of permanent housing veterans.
