30.1 East Jackson Street at Hillcrest Road- Traffic Barrier Request
Daniel P. Fox, 2131 Hillcrest Road, Medford, OR 97504 has submitted a written Citizen Traffic Request Form requesting a traffic barrier between his property and Jackson Street.
Christina Charvat gave the staff report. East Jackson Street is a major collector of varying width with curb and gutter, sidewalks, street lighting and bike lanes on both sides. Traffic counts (2014) recorded 8,500 vehicles per day in the segment between Sunrise Avenue and Hillcrest Road. Hillcrest Road is a 28 foot wide minor unimproved residential street except where curb, gutter, and sidewalks exist at the intersection of Jackson Street.
In 2008, the City of Medford completed a street improvement project on East Jackson Street from Berkeley Way to Hillcrest Road at Valley View Drive. The roadway was designed in accordance with professional design standards applicable at the time. Plans were approved by a Professional Engineer.
At 2:54 a.m. on July 31, 2016, a vehicle travelling westbound on Hillcrest failed to negotiate the curve, left the roadway, and caused property damage to 2131 Hillcrest Road. The driver of the errant vehicle was impaired. There are no other reported non-intersectional crashes during the January 2011to September 2016 period.
Traffic barriers are intended to save vehicles and/or occupants of vehicles from hazards that are worse than the barrier itself. There isn’t adequate space at this location to install a barrier. This incident was the result of an impaired driver, and does not justify the installation of a barrier. Staff recommends denial of this request. Mike Montero noted that although a barrier in the public right-of-way is not justifiable, residents can install a barrier on their own property.

40. Reports
The committee reviewed the September Oregon Impact newsletter. Lewis Osborn informed the committee that there is an app for smart phones called Waze. This app gives real-time traffic conditions.
50. Non-Agenda Items
Lewis spoke about U-Turns and how they are misused. There are many instances of unsafe U-turn practices on E. Barnett Road near Black Bear Diner. He suggested installing a NO U-TURN sign.
