Meeting called to order @ 5:31 p.m. 
  1. Roll Call
Present: Commissioners –Dawn Blanchette, Bill Boehning, Marie Cabler, Heidi Hill, Denise James, Chad McComas (*arrived late), John Michaels, Jennifer Puryear, and Daniel Smith. Staff – Angela Durant. Council Liaison – Dick Gordon. Absent: None.

  1. Approval of Minutes from March 22, 2017 – Minutes approved as submitted.

  1. Staff Report
a) City of Medford Receivership Ordinance – Kevin McConnell, Deputy City Attorney provided the Commission with an update of the City’s new Receivership Ordinance approved by Council in December 2016. Mr. McConnell shared the advantages of and processes involved in carrying-out receivership activities on blighted, unsafe properties in violation of the International Property Maintenance Code.
b) Six-Step to Community Acceptance Tool-Kit – Angela Durant updated the Commission on progress made in developing a process map for nonprofit and private developers working to gain acceptance of affordable and sometimes controversial projects to help house homeless, low-income and special needs individuals and households.
c) Re-assignment of CDBG Staff – Mrs. Durant also updated the Commission of her re-assignment to the Planning Department from Parks and Recreation.  
d) 2017 Legislation Relating to Housing – Mrs. Durant and Commissioner Denise James provided a summary of 2017 legislative movement relating to housing. Mrs. James added her experience advocating for many of the bills, working with Oregon Housing and Community Services, and favorable progress being made in the City of Portland.
  1. New Business
a) Substantial Amendment Proposals – Mrs. Durant presented a proposal for substantial amendment to the 2016 Action related to the City’s 2015 Demolition Project and the 2016 Habitat for Humanity’s (HfH) Land Acquisition Project.
Staff provided an update of progress and delays associated with the demolition project pending adoption of the International Property Maintenance Code. Further comments were made regarding timeliness issues resulting in a recommendation to re-allocate funding of this project to other viable projects able to expend funds in timely manner. Projects include: 1) City of Medford Code Enforcement (addressing blighted property code violations); 2) Housing Authority of Jackson County Newbridge Plan; 3) PeopleFirst Properties Rental Rehab Project; and 4) City of Medford Thomas Road Demolition Project.   

Motion: A motion passed to approve substantial amendment to the City of Medford 2016/17 Action Plan to re-allocate the balance of funding held in the City of Medford Demolition Project as follows:

Motion made by Chad McComas; seconded by John Michaels. Motion passed with eight votes.  
HfH was awarded $96,251 in CDBG land acquisition funding for the purchase of a vacant parcel of land located at 171-199 Mellecker Way for construction of six duplex-style, owner-occupied homes. The property was no longer available as a direct result of the seller’s market opportunity. Staff further explained how HfH has been actively involved with City staff to target blighted properties for “reuse” affordable housing. Over 40 properties were reviewed during the process.
Motion: A motion passed to approve substantial amendment to the City of Medford 2016/17 Action Plan to change the location of property acquisition from 171-199 Mellecker Way to 1026 W. 10th Street. Motion made by John Michaels; seconded by Chad McComas. Motion passed with eight votes.

  1. Old Business
a) Commission Focus – Marie Quinn-Cabler initiated a conversation regarding future direction of the Housing and Community Development Commission. This item was tabled until May 3, 2017.
  1. Remarks from Council Liaison – None.
  1. Remarks from Commissioners
a) Chair – Marie Quinn-Cabler encouraged commissioners to attend the April 13th Livability Forum focusing on “missing middle” housing. She also shared ACCESS’ and NBC 5 News’ new advocacy for homeless through broadcasted videos under “S.O. Close to Homeless.”
