The Medford Urban Renewal Agency Board Meeting was called to order at 6:00 p.m. in the Medford Room of the Medford City Hall on the above date with the following members and staff present:
 
Boardmembers Clay Bearnson, Kay Brooks*, Tim D’Alessandro, Dick Gordon, Tim Jackle, Kevin Stine, Kim Wallan, Gary Wheeler, Michael Zarosinski*
 
Executive Director Brian Sjothun; Senior Assistant City Attorney Eric Mitton; City Recorder Karen Spoonts

20.    Approval or Correction of the Minutes of the June 15, 2017 Regular Meeting
         There being no additions or corrections, the minutes were approved as presented.

         70.1     Potential expansion of Medford Urban Renewal Agency
                     a.  SPARC Central Medford
 
*Boardmembers Kay Brooks and Michael Zarosinski arrived.
 
Todd McDonald, SPARC Central Medford, presented five focus areas for downtown Medford: Safety, Parking and Transportation, Amenities and Lifestyle, Redevelopment, and Commercial and Housing. He stated they are in favor of MURA continuing.
 
  b.   John Wood, 737 Stevens Street, questioned the vision of Medford. He noted Medford lacks ambiance.
 
c.   Tara Buck, 400 N. Keene Way, spoke of the items medical professionals would like to see, such as more police presence, mountain bike riding, and swimming.
 
d.   Dick Berry, 2551 Merriman Road, spoke in favor of renewing the Urban Renewal Agency.
 
e.   Jerryck Murney, 333 Ardmore Avenue, spoke in favor of renewing the Urban Renewal Agency. He addressed the positive things in downtown Medford.
 
f.    Robin Schiffer, 104 Skyler Lane, Phoenix, stated that as a swim coach, a pool is needed in the valley.
 
      Councilmember Gordon gave the history of the past pool bond measure that failed. He noted we would need a commitment from the community before a potential bond measure would go out.
 
g.   Alexandria Fenimore, 747 Highland Drive, spoke in favor of the homeless population.
 
h.   Jez Cline of Travel Medford would like to continue the Urban Renewal Agency. He stated whoever is in charge of this needs to have passion, time and talent.
 
Board Chair Stine thanked those who came forward.
 
80.    Director and other staff reports
80.1     Director Brian Sjothun stated there is a memorandum before the Board pertaining to future discussion of the Urban Renewal Agency. Discussed was the report for the sports center, a need for a pool, including private/public partnership. It was decided to tentatively schedule a meeting for the evening of August 24. 
 
         80.2     Staff requested direction on establishing a new MURA board meeting schedule.
 
Motion: Hold Medford Urban Renewal Agency meetings on the third Thursday of each month at noon, which was Option A presented 
Moved by:  Kay Brooks                                  Seconded by: Tim D’Alessandro 
Roll Call:  Boardmembers Clay Bearnson, Kay Brooks, Tim D’Alessandro, Dick Gordon voting yes; Tim Jackle, Kevin Stine, Gary Wheeler, Kim Wallan, Michael Zarosinski voting no.
Motion failed.
 
90.    Propositions and remarks from the Board members
         None.
 
100.  Adjournment
There being no further business the meeting adjourned at 7:09 p.m.
