The Medford City Council Study Session was called to order at 6:00 p.m. in the Medford Room of Medford City Hall on the above date with the following members and staff present:
Mayor Gary Wheeler; Councilmembers Clay Bearnson, Dick Gordon, Tim Jackle, Kevin Stine, and Kim Wallan
Councilmembers Kay Brooks, Tim D’Alessandro, and Michael Zarosinski were absent.

Transportation System Plan
Planning Director Matt Brinkley provided an overview of the evening’s discussion. Principal Planner Carla Paladino presented information on the Transportation system Plan (TSP), noting:
  • Next meeting to discuss the TSP is June 14
  • Two revisions after the April meeting
    • Whether to include National Association of City Transportation Officials Designing for All Ages and Abilities Bicycle Facilities guidelines
    • Whether to develop and adopt a separate bicycle and pedestrian plan
  • Planning will continue community outreach
  • New version of TSP is shorter and easier to read

  • Vision, Goals, Objectives and Actions
    • 6 goals
    • Improve access for pedestrians and bicyclists
  • Transportation Funding and Implementation
    • Financial projections
  • Transportation System Plan
    • Functional classification map
    • Cross sections
    • Legacy streets
    • Project list
  • Key Code and Policy Amendments
    • Level of service standard update
    • Roundabout policy
    • Alternative mobility targets for ODOT
    • Provide Planning Commission authority/flexibility to modify planter strip width
Council comment:
  • Create a subcommittee to review plan; should include Councilmembers
    • Staff to send email requesting volunteers
    • Should be limited to four Councilmembers
      • Councilmembers Wallan and Jackle volunteered
      • Councilmember Gordon would also serve if needed
      • Assumed that Councilmember Zarosinski would like to serve
  • Mayor Wheeler noted that Councilmembers Zarosinski and D’Alessandro (both absent) had reported multiple revisions they would like to make to the TSP
  • Section 10 d: Should not be formal direction for roundabouts; intersections should be individually reviewed and discussed before spending the extra money for roundabouts
  • Section 11 e: Concerns with incorporating another document, especially without reviewing it first; potential for conflict with the secondary document
    • Bicycle and Pedestrian Committee could review without incorporating this second document
  • Section 11 f: Need to discuss further
  • August 9 should be the final meeting to review the TSP
  • Public outreach should occur after the final TSP meeting
  • “Legacy street” was defined as a road that had existing curbs and gutters or most of the street has curbs and gutters; definition needs additional clarification
  • Would like staff’s opinion on concurrency; would be after the TSP is finalized
  • Council discussed traffic impact studies done at the time of a zone change or based at the time of development
  • Multiple, fairly recently created/built intersections are failing; staff should make better assumptions to save the cost of rebuilding
