Meeting called to order at 4:30 p.m. 
 
  1. Roll Call
     
    Present: Commissioners Bill Boehning, Marie Cabler, Rebecca Erickson, Carol Fiddler, Heidi Hill, Denise James, Paul Tanner, John Michaels and Daniel Smith, City Council Liaison Dick Gordon and
    Staff Liaison Angela Durant
     
  2. Discuss Public Service Program Applications - Assign Priority Bonus Points
     
    Commission Chair Marie Cabler facilitated a discussion to verify the awarding of priority bonus points during the 2018 CDBG grant competition. The following determinations were made:
     
  3. Motion: Award St. Vincent de Paul the 25 bonus points for their alignment with the Continuum of Care (CoC).

    Motion moved by: Bill Boehning                        Seconded by: John Michaels
     
    Motion passes with nine yes votes.
     
  4. Motion: Award Hearts with a Mission the 25 bonus points, for meeting the criteria in question 15 and their alignment with the CoC.
     
    Motion moved by: Bill Boehning                        Seconded by: Carol Fiddler
     
    Motion passes with nine yes votes.
     
  5. Motion: Award Maslow Project the 25 bonus points for meeting the criteria in question 15.
     
    Motion moved by: Bill Boehning                        Seconded by: Carol Fiddler
     
    Motion passes with nine yes votes.
     
  6. Motion: Award The Center for Nonprofit Legal Services the 25 bonus points for meeting the criteria in question 15.
     
    Motion moved by: Bill Boehning                        Seconded by: John Michaels
     
    Motion passes with eight yes votes, one no vote from Daniel Smith.
     
  7. Motion: Do not award the bonus points to Community Volunteer Network, the criteria in question 15 are not met.
     
    Moved by: Bill Boehning                                     Seconded by: John Michaels
     
    Motion passes with nine yes votes. 
     
  8. 2018 CDBG Funding Candidate Presentations
     
    Commission Chair Marie Cabler and Staff Liaison Angela Durant facilitated the CDBG 2018 Candidate presentations for the three capital improvement projects.  The funding requests totaled $657,000.  The following candidates were in attendance:  Housing Authority of Jackson County, Rogue Valley Youth for Christ and Compass House.
     
    After presentations, Commissioner Cabler facilitated a discussion to determine the award of priority bonus points during the 2018 CDBG grant competition. The following determinations were made:
     
  9. Motion: Do not award the bonus points to the Housing Authority of Jackson County.
     
    Moved by: Bill Boehning                                     Seconded by: John Michaels
     
    Motion passes with nine yes votes.
     
  10. Motion: Award the 25 additional bonus points to the Compass House.
     
    Moved by: Bill Boehning                                     Seconded by: Carol Fiddler
     
    Motion passes with seven yes votes, two no votes from Daniel Smith and John Michaels.
     
  11. Motion: Award the 25 additional bonus points to Rogue Valley Youth for Christ.
     
    Moved by: Bill Boehning                                     Seconded by: John Michaels
     
    Motion passes with nine yes votes.
