The minutes from the June 6, June 13 and August 1, 2018 meetings were approved with corrections.

In 2017, St. Vincent de Paul submitted three program income checks totaling $558.41. In 2018, 3 program income checks have been submitted, totaling $1358.41. The CDBG Agreement allows up to $5,000 of program income to be returned to St. Vincent de Paul annually. Staff recommends program income be submitted to the City quarterly, as stated in the agreement. If the annual total exceeds $5,000, it will be brought to the Commission.

Staff presented results of research conducted, which was followed by Commission discussion. The Commission directed staff to schedule a study session to further discuss issues regarding rental properties including multiple credit checks and related costs, substandard conditions, security deposits, no cause evictions, lack of awareness of tenants rights and the status of the Rental Registration program and lack of enforcement. The Commission suggested inviting representatives from Southern Oregon Rental Association and Center for Non-Profit Legal Services.

Since 2017, $57,045.92 of program income has been received from the ACCESS Down Payment Assistance Program. ACCESS has another funding source and is not asking for return of these funds. Twenty percent of the program income will be used for program administration and the remaining can be used for CIP projects.

Staff received a letter from the Housing Authority of Jackson County on August 31, 2018, searching for additional funds to complete the Newbridge Place project. The Commission requested staff to bring a formal request for funds to the next Commission meeting.
- HAJC Newbridge Place
Staff conducted research determining toxic lead exposure in children is occurring in Medford. Staff located a HUD Lead-Based Paint Hazard Removal Grant, however there is not sufficient time to complete an application and gather the required ten percent funding match, prior to the September 23, 2018 due date. Staff believes a strong application with the funding match can be submitted for the 2019 grant.
