Meeting called to order at 5:35pm.
  1. Roll Call
Present: Commissioners Marie Cabler, Heidi Hill, John Michaels, Paul Tanner, Bill Boehning, Rebecca Erickson, Denise James and Daniel Smith, City Council Liaison Dick Gordon and Staff Liaisons Angela Durant and Laura Stewart
Absent: Commissioner Carol Fiddler
  1. Public Comments - None
  1. The minutes from the September 5, 2018 meeting were approved as submitted.
  1. Old Business
  1. Commission Status - Presented by Council Liaison Dick Gordon
Council Members Dick Gordon and Kay Brooks conducted interviews for the Community Development Grants Commission and will be presenting a recommendation to City Council tomorrow night.
Motion: This Commission recommends to City Council that this be the last regular meeting of the Housing and Community Development Commission and this Commission will formally end on the day the new Community Development Grants Commission holds their first meeting.

Motion passes with 8 affirmative votes and 1 Commissioner absent.
  1. Rental Properties To be addressed by the new Community Development Grants Commission
  1. New Business
  1. Housing Authority Homeowner Repair Program Income
The current contract value is $89,661.50 plus the eligibility to receive up to $95,000 back in program income, resulting in a total eligible contract of $184,661 for the 2018 program year. The Homeowner Repair program has already received $58,997.41 in program income and they are requesting it be returned to the program.  The remaining award balance would be $36,002.59, before the contact would need to be amended.
Motion: I move to return program income in the amount of $58,997.41 to the Housing Authority of Jackson County Homeowner Repair Program.

Motion passes with 8 affirmative votes and 1 Commissioner absent.
  1. 2017-18 Consolidated Annual Performance Evaluation Report (CAPER)
Staff Liaison Angela Durant presented a summary of the CAPER to the Commission.
Commissioner John Michaels left the meeting.
Motion: I move to approve the CAPER 2107 presented by staff on October 17, 2018 with comments to be collected from Commissioners through October 31, 2018 of which will be presented to Council during the public hearing on November 1, 2018.

Motion passes with 7 affirmative votes and 2 Commissioner absent.
  1. Remarks from Council Liaison Dick Gordon - Thanked Commissioners for volunteering their time.
  1. Remarks from Commissioners
  1. Commissioner Denise James Executive Director of Habitat for Humanity for the State of Oregon and Pam Marsh of Ashland are sponsoring a bill to make Receiverships available to Non-Profits for Affordable Housing.
  2. Commissioner Bill Boehning thanked Commission Chair Marie Cabler for chairing the Commission and for the marvelous team of Commissioners and the great Staff Liaisons.
  1. Remarks from Commission Chair Marie Cabler Thanked the Commissioners for the time they have given the Commission and estimates the Commission has been responsible for approximately 20 million dollars that has been pumped into the community.
  1. Remarks from Staff Liaisons - Thanked Commissioners for their service.
