The meeting of the Housing Advisory Commission (HAC) was called to order at 12:00 P.M. in Room 151, Lausmann Annex, Medford on the above date with the following members and staff in attendance:

20. Community Development Block Grant Program Consolidated Plan
Staff liaison Angela Durant introduced the Consolidated Plan, using Bend’s model as a comparison. Mrs. Durant reviewed Medford’s priority needs and Consolidated Plan goals. Mrs. Durant explained that while Medford has 31 priority needs, Bend has 12 priority needs. The commissioners discussed this difference and agreed that they will seek to reduce the quantity of priority needs and focus on select, targeted needs. Mrs. Durant explained that the 2020-2024 Consolidated Plan will be due on May 15, 2020, and she will keep the commission updated on its progress.
30. Affordable Housing Funding Landscape and Leverage Strategies
Mrs. Durant announced that Kim Travis from Oregon Housing and Community Services (OHCS) will be attending the HAC’s meeting in May 2019 as a guest speaker and asked the commissioners if would like to table the affordable housing funding discussion until the May meeting. The commissioners agreed, and the subject was tabled.
Mrs. Durant reviewed Bend’s leveraging strategies in conjunction with some of the State of Oregon’s leveraging strategies. She also explained that the City of Medford has a potential annual fund of just under $1.7 million and provided a brief summary of current funding allocations. Lastly, she discussed the use of Construction Excise Tax (CET) funds and the possibility of establishing developer incentives along with permit fee waivers/reductions.
