The regular meeting of the Medford Housing Advisory Commission (HAC) was called to order at 12:05 p.m. in Lausmann Annex, Room 151, Medford on the above date with the following members and staff in attendance:

a)  CDBG Funding Update
Staff liaison Angela Durant reported that the 2019/20 City of Medford funding allocation for the Community Development Block Grant (CDBG) is $715,527.
Funding recommendations based on categories are as follows:
  • Housing & Community Development Projects   $465,093
  • Program Administration                                      $143,105
  • Public Service Programs                                       $107,329
Mrs. Durant explained that ACCESS withdrew their CDBG application on April 30, 2019, for the year-round homeless shelter and community services hub, due to the state funding timeline and regulatory flexibility that did not align with CDBG funding.
Mrs. Durant informed the HAC that the Community Development Grants Commission (CDGC) has amended their funding recommendation for housing as follows, awarding a combined $44,419 to transitional housing projects for OnTrack and the Addictions Recovery Center, along with increasing Compass House’s funding recommendation:

Commissioner Jason Elzy advised the commissioners that he will be recusing himself from the vote due to possible conflict of interest.
Motion: The Housing Advisory Commission approves the amended funding recommendation from the Community Development Grants Commission.
Motion moved by: Chair Jeffrey Bender     
Seconded by: Commissioner Randell Embertson
Motion passes with a voice vote and Commissioner Jason Elzy abstaining. 

b)  Affordable Housing Construction Excise Tax Request for Proposal
Mrs. Durant discussed with commissioners renaming the Construction Excise Tax (CET) program. 

Motion: I move to rename the Affordable Housing Construction Excise Tax Program to the Housing Opportunity Fund (HOF).
Motion Moved by: Chair Jeffrey Bender                Seconded by: Commissioner Jason Elzy
Motion passes with six voice votes.

Mrs. Durant provided the commission with a draft of the Request for Proposals (RFP) for the HOF for 2019 and requested commissioners’ feedback. She also reviewed a comprehensive timeframe for the HOF process.
