The Planning Commission has the authority to approve or disapprove Class "C" applications such as Zone Changes, Land Divisions, Planned Unit Developments, Exceptions, and Conditional Use Permits using a quasi-judicial review. The commission will determine compliance or lack of compliance of the proposed development with the Comprehensive Plan, applicable specific plans, regulations, standards, and criteria.

The Planning Commission makes recommendations to the City Council on Annexations, Comprehensive Plan Amendments, Code Changes, Vacations, Major Zoning Map Amendments, Minor Comprehensive Plan Map Amendments, Appeals, and Transportation Facility Developments.
