The City of Medford receives approximately $600,000 in federal Community Development Block Grant (CDBG) money annually from the United States Department of Housing and Urban Development (HUD). This money can be used to benefit low and moderate-income persons; eliminate conditions of slum and blight; or meet an urgent need.

Current Program Areas
The City of Medford funds activities which are identified through the City’s 2005-2009 Consolidated Plan for Housing and Community Development. Each year, the Housing and Community Development Commission recommends and the City Council approves funding for activities listed in the One Year Action Plan.
Activities in the Action Plan include:
Public Services. Provides operating funds for local nonprofit social service agencies which address a variety of needs such as healthcare for children and adults, services for the homeless and those on the verge of homelessness, and services for abused children.
Capital Improvement Projects. Funds are used to acquire sites and to develop infrastructure for low-income housing development projects. Funds are also used to rehabilitate homes to provide homeownership opportunities for low-income persons.

City Capital Projects. CDBG funds are used to fund improvements to neighborhood parks, infrastructure development in CDBG eligible neighborhoods and street and sidewalk repair and construction. Funds can also be used to improve accessibility for disabled persons.
Homeowner Repair Loans. The Housing Authority of Jackson County administers a low interest loan program for homeowners for repairs such as roofs, plumbing and heating, and making the home ADA accessible.
First Time Homebuyer Assistance Program: ACCESS, Inc. administers a program providing down payment assistance for eligible first time homebuyers purchasing homes in the City of Medford.
