STORM DRAIN MASTER PLAN
SECTION 1 - ANNOUNCEMENT
                                                                             
Proposals for developing a Storm Drain Master Plan for the City of Medford will be received by Cory Crebbin, P.E., Public Works Director for the City of Medford, 200 S. Ivy Street, Medford, Oregon 97501, until 4:00 p.m., local time, Thursday, July 11, 2019.  FACSIMILE PROPOSALS ARE NOT ACCEPTABLE.
 
As soon thereafter as possible, the proposals will be reviewed and evaluated by a City of Medford Selection Committee.
 
DESCRIPTION:  Proposals shall be submitted from consultants interested in developing a Storm Drain Master Plan (SDMP) for the City of Medford.  Our current SDMP was published in 1996 and Basin Plans were produced for Little Elk Creek and Larson Creek in 2012 and 2015.  The City would now like to do a full city SDMP. The plan will include a CIP and financial analysis including proposed SDC rate modifications.

The City of Medford (City) may reject any and all proposals upon a finding of the City that it is in the public interest to do so.  The City also reserves the right to waive any informalities in any proposal and to delete certain items listed in the proposal as set forth herein.
 
Proposals received after the time established for receiving proposals will not be considered.

Sealed proposals addressed to Cory Crebbin, Public Works Director, City of Medford, Oregon, endorsed “Alley Sanitary Sewer Replacement Projects” will be received at the office of the Public Works Director, 200 S. Ivy Street, Medford, OR 97501, until 2:00 p.m. local time on Tuesday, June 25, 2019, and thereafter will be opened publicly and read and will then be referred to the City Council.
 
This project includes work in two locations within the City of Medford, Jackson County, Oregon: Alley C4 between Ivy and Holly Street from 2nd to 3rd Street, and Alley C35 between Main and 8th Street from Holly to Grape Street. 
 
This project includes all labor, equipment, and materials necessary to construct approximately 776 feet of sanitary sewer pipe.
 
Pay items include, but are not limited to the following: 776 feet sanitary sewer pipe and 5 sanitary sewer manholes. Completion date: October 15, 2019.  Cost Range: $100,000 - $200,000.  Class of Work: Sewer Work. A mandatory pre-bid site visit and project walk-through will start at 2:00 p.m. on June 12, 2019 in the Alley behind 229 W Main Street near Holly Street in Medford, Oregon. A proposal for bidding purposes may be obtained Tuesday, June 4, 2019, at the City of Medford Engineering Office, 200 S. Ivy Street, Medford, OR 97501, upon payment of a nonrefundable charge of $10.00 per set.  A proposal, for informational purposes only, may be obtained through “BidSync” at https://www.periscopeholdings.com/bidsync/ or requested through the City of Medford website at http://www.cityofmedford.org.  Bidding documents may also be examined at the following locations:

Bids must be accompanied by a certified check equivalent to 10% of the proposal payable to the City of Medford, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured.  A Bid Bond to like effect and amount with a corporate surety will be acceptable for this project.  Bids must be in writing and signed by or on behalf of the bidders.
 
All Bidders shall be prequalified with the City of Medford, as provided by law under Oregon Revised Statutes, at least 5 days prior to opening of bids.
 
All of the provisions of Section 279C.800 through 279C.870 ORS, as amended by Senate Bill 477, relating to wage rates to be paid on all contracts for Public Works in this state must be complied with and the statement attesting to the contractor's willingness to do so must be signed and submitted with the bid.
 
All bidders must state at the appropriate place in the bid documents, whether or not the bidder is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to nonresident's bids for the purpose of determining the lowest qualified bidder.

Neither the contractor nor his subcontractors will need an asbestos abatement license to perform the work set forth under this notice.
