Sealed bids for the BEAR CREEK WALL REPAIR project will be received by Jennifer Huston, Purchasing Agent, City of Medford, 411 W 8th Street, Room 380, Medford, Oregon 97501, until 2:00 P.M. local time, on May 2, 2017.  
As soon thereafter as possible, the bids will be opened publicly and read aloud.

DESCRIPTION:   This project construction will occur on City property that is adjacent to the existing Bear Creek Greenway Path east of the San George Estates Mobile Home Park in Medford, Oregon. There is no access via the mobile home park.  Contractor will provide all labor, equipment and materials required for a second phase of the implementation of the Joint Permit for in-stream repair work of a section of undermined Gabion Wall.  Provide and install: erosion and safety controls, temporary access road, cofferdam, fish removal, pack cobbles under wall, install and anchor large woody debris, backfill to create planting zone, and plant trees and cuttings. Remove coffer dam, temporary access, and return to natural condition. The in-stream work period for Bear Creek is June 15 through September 15, 2017. 
This project construction will occur adjacent to the existing Bear Creek Greenway Path on City property east of the San George Estates Mobile Home Park in Medford, Oregon
There will be a MANDATORY pre-bid conference and walk-through at 2:00 P.M. local time, on April 18, 2017.  Interested parties must be present to be eligible to submit a bid. The pre-bid conference will be held at the project site east of San George Estates. There is no access from San George Estates, so we will meet at the end of S. Stage Road east of Hwy 99, and walk to the project site.

In accordance with ORS 279B.100 the CITY may cancel the procurement or reject any Bid not in compliance with all prescribed public Bid procedures and requirements, or may reject for good cause, any or all Bids upon a finding of the CITY that it is in the public interest to do so. The City also reserves the right to waive any informality in any bid and to delete certain items listed in the bid as set forth therein.
All Respondents must state at the appropriate place in the Bid documents, whether or not the Respondent is a resident as defined in ORS 279A.120.  A percentage increase, as determined by the Department of General Services, will be added to non-resident's Bids for the purpose of determining the lowest qualified Respondent.
Bids received after the time established for receiving bids will not be considered.  Bidders on this work must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to equal employment opportunity actions as specified.  BOLI prevailing wages are required for this project.
This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468A.720). 
This project is a prevailing wage project. Submission of a bid constitutes agreement by the bidder stating the provisions of ORS. 279C.800 will be met.
Bids received after the time established for receiving bids will not be considered. EMAIL AND FACSIMILE BIDS ARE NOT ACCEPTABLE.
