Alternative Fuel Needs Assessment & Feasibility Study
Proposals for an Alternative Fuels Assessment & Feasibility Study by qualified firms will be accepted by Jennifer Huston, Purchasing Agent, City of Medford, electronically through BidSync or sealed proposals at City of Medford, 411 W 8th Street, Room 380, Medford, OR 97501, until 4:00 PM local time, on January 31, 2018. Sealed paper proposals must be labeled with the proposal name and RFP number. It is wholly the responsibility of the proposer to ensure the proposal is received by the designated time; no late proposals shall be accepted.
The resulting Study shall include an in-depth analysis of readily available fuel types in rolling stock that could be used in typical and emergency use of the City of Medford Fleet and an assessment of the short term market trends of alternative fuel rolling stock and fuel production. The study must include electric, diesel- hybrid electric, propane, compressed natural gas (CNG), liquid natural gas (LNG) and other fuel types that the offeror feels would meet the service requirements for the City. It should be noted that currently CNG and LNG are not available at City of Medford, however that should not preclude consideration of those fuel types as an option.
In accordance with ORS 279B.100 the CITY may cancel the procurement or reject any proposal not in compliance with all prescribed public procedures and requirements, or may reject for good cause, any or all proposals upon a finding of the CITY that it is in the public interest to do so. The City also reserves the right to waive any informality in any bid and to delete certain items listed in the proposal as set forth therein.
All Respondents must state at the appropriate place in the proposal documents, whether or not the Respondent is a resident as defined in ORS 279A.120.
Awarded contractor must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to equal employment opportunity actions as specified.
Sealed electronic bids may be submitted through BidSync, email and facsimile bids are not acceptable. Paper bids received after the time established for receiving bids will not be considered.
