Sealed, Firm-Fixed-Price bids for the CONCRETE FOR ACCESSIBLITY-JACKSON PARK project will be received by Jennifer Huston, Purchasing Agent, City of Medford, electronically through BidSync or sealed paper bids at City of Medford, 411 W 8th Street, Room 380, Medford, Oregon 97501, until 2:00 P.M. local time, on May 3, 2018.
There will be a mandatory onsite meeting on April 19, 2018 @ 9:00am at Jackson Park 815 Summit Ave, Medford, OR 97501.
Sealed paper bids must be labeled on the exterior with the bid information in the left lower corner. It is wholly the responsibility of the bidder to ensure the bid is received by the designated time; no late bids shall be accepted. As soon thereafter as possible, the bids will be opened publicly and read aloud.
This is a Parks and Recreation and US Department of Housing and Urban Development project subject to ORS 279C.800 to ORS 279C.870 and the Davis-Bacon Act.
This project is partially financed through the Community Development Block Grant Program with funds obtained through the US Department of Housing and Urban Development (HUD). The contract will be subject to compliance with federal regulations. Attention is called to Federal Provisions for Equal Opportunity, Section 3 requirements to encourage employment opportunities for low-income people, Minority Business Enterprise/Women Business Enterprise outreach requirements, and Davis-Bacon federal prevailing wage rates as set forth in the contract documents.

DESCRIPTION: The City of Medford Parks, Recreation and Facilities Department is seeking qualified contractors to bid on installation of new concrete needed to provide accessibility and connectivity to picnic tables, benches and pathways at Jackson Park. Contactor is responsible to provide all labor and materials necessary to successfully meet project specifications with budgeted funding. Bid will be awarded to lowest qualified bidder within project funding.

In accordance with ORS 279B.100 the CITY may cancel the procurement or reject any Bid not in compliance with all prescribed public Bid procedures and requirements, or may reject for good cause, any or all Bids upon a finding of the CITY that it is in the public interest to do so. The City also reserves the right to waive any informality in any bid and to delete certain items listed in the bid as set forth therein.
All Respondents must state at the appropriate place in the Bid documents, whether or not the Respondent is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to non-resident's Bids for the purpose of determining the lowest qualified Respondent.
Bidders on this work must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to equal employment opportunity actions as specified. This is a prevailing wage project and shall be quoted at the higher rate if BOLI or Davis-Bacon rates. Submission of a bid constitutes agreement by the bidder stating the provisions of ORS. 279C.800 will be met.
This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468A.720).
Sealed electronic bids may be submitted through BidSync, email and facsimile bids are not acceptable. Paper bids received after the time established for receiving bids will not be considered.
