Sealed proposals addressed to Cory Crebbin, Public Works Director, City of Medford, Oregon, endorsed “Springbrook Road Improvement Project” will be received at the office of the Public Works Director, 200 S. Ivy Street, Medford, OR 97501, until 2:00:00 p.m. local time on Tuesday, November 3, 2020, and thereafter will be opened publicly and read and will then be referred to the City Council.
This project is located on Springbrook Road, between Pheasant Lane and Cedar Links Drive within the City of Medford and Jackson County, Oregon.
This project includes all labor, equipment, and materials necessary to construct approximately 2,600 feet of street improvements on Springbrook Road, including a 3-sided box culvert over Lone Pine Creek, and a Roundabout at the intersection of Springbrook Road and Cedar Links Drive.
Pay items include, but are not limited to the following: portable changeable message signs – 3 each; temporary water management – lump sum; 7,200 cubic yards general excavation;  13,800 square yards subgrade geotextile; 2,900 feet storm sewer pipe; 6 storm sewer manholes; 22 concrete inlets; 115 feet of 18’ x 6’ precast 3-sided concrete box culvert; cast-in-place concrete retaining walls; prefabricated modular gravity retaining walls; 11,350 tons aggregate base and subbase; 4,840 ton HMAC; 285 ton PG 64-22 asphalt cement; 275 square yards reinforced concrete pavement 10 inches thick; 4,684 feet curb and gutter; 26,645 square feet concrete walks; 15,100 feet thermoplastic striping; 384 square feet pavement bar; 300 square feet aluminum signs; street lighting; 50 street trees; 400 cubic yards topsoil; irrigation system; 250 feet chain link fence; potable water facilities.  Completion date: September 3, 2021.
Cost Range: $2,000,000 - $5,000,000.  Class of Work: Earthwork and Drainage.

Bids must be accompanied by a certified check equivalent to 10% of the proposal payable to the City of Medford, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured.  A Bid Bond to like effect and amount with a corporate surety will be acceptable for this project.  Bids must be in writing and signed by or on behalf of the bidders.
All Bidders shall be prequalified with the City of Medford, as provided by law under Oregon Revised Statutes, at least 5 days prior to opening of bids.
All of the provisions of Section 279C.800 through 279C.870 ORS, as amended by Senate Bill 477, relating to wage rates to be paid on all contracts for Public Works in this state must be complied with and the statement attesting to the contractor's willingness to do so must be signed and submitted with the bid.
All bidders must state at the appropriate place in the bid documents, whether or not the bidder is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to nonresident's bids for the purpose of determining the lowest qualified bidder.

Neither the contractor nor his subcontractors will need an asbestos abatement license to perform the work set forth under this notice.
