Sealed bids for the KENNEDY PARK PHASE III-B project will be received by Jennifer Huston, Purchasing Agent, City of Medford, 411 W 8th Street, Room 380, Medford, Oregon 97501, until 2:00 P.M. local time, on March 22, 2017.

Contractor will provide all labor, equipment and materials required for the construction of a third phase of Kennedy Park, including a parking lot, new and refurbished asphalt paths, drainage system, path and parking lot lighting system, picnic shelter, playground element, landscaping and irrigation. This Phase III-B contract work follows a Phase III Drainage contract for the construction of a storm drainage system installed along the existing soccer field path and completed by others in the Fall of 2017.
Implement a CITY approved soil protection plan to ensure soils under trees and in landscape areas are not damaged. Soil shall not be compacted when the soils contain moisture. A typical construction season is interrupted during the rainy season- from mid-October through April.
This project construction will occur at the existing Kennedy Park in Medford, Oregon.
There will be a MANDATORY pre-bid conference and walk-through at 2:00 P.M. local time, on March 7, 2017.
Interested parties must be present to be eligible to submit a bid. The pre-bid conference will be held at the Santo Community Center, 701 N Columbus Ave, Medford, OR 97504. Immediately after, an on-site walk-through will occur at Kennedy Park, Medford, Oregon. 97501.

In accordance with ORS 279B.100 the CITY may cancel the procurement or reject any Bid not in compliance with all prescribed public Bid procedures and requirements, or may reject for good cause, any or all Bids upon a finding of the CITY that it is in the public interest to do so. The City also reserves the right to waive any informality in any bid and to delete certain items listed in the bid as set forth therein.
All Respondents must state at the appropriate place in the Bid documents, whether or not the Respondent is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to non-resident's Bids for the purpose of determining the lowest qualified Respondent.
Bids received after the time established for receiving bids will not be considered. Bidders on this work must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to equal employment opportunity actions as specified. BOLI prevailing wages are required for this project.
This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468A.720).
This project is a prevailing wage project. Submission of a bid constitutes agreement by the bidder stating the provisions of ORS. 279C.800 will be met.
