REQUEST FOR PROPOSAL Ė UTILITY FEE COLLECTION AGENCY
 
SECTION 1 - ANNOUNCEMENT
                                                                             
The City of Medford will receive sealed proposals from qualified collection agencies for the Cityís uncollected/unpaid utility fee receivables as described in Section V, Detailed Specifications.  Proposals will be received by Lorraine Peterson, Public Works Business Manager for the City of Medford, 200 S. Ivy Street, Medford, Oregon  97501, until 2:00 p.m., local time, August 14, 2015.  FACSIMILE PROPOSALS ARE NOT ACCEPTABLE.
 
As soon thereafter as possible, the proposals will be reviewed and evaluated by a City of Medford appointed Selection Committee.
 
DESCRIPTION:  Proposals shall be submitted from consultants interested in collecting past-due utility fees for both active accounts and closed accounts. Monthly utility bills typically include sewer, storm drain, street, parks and public safety fees.  The City is unable to shut off service for past-due utility accounts and requires the use of a collection agency to recover its bad debt.  This proposal does NOT include collection of other City bad debt.
 
The Request for Proposal (RFP) may be obtained by contacting the Engineering Division via email at publicworks@cityofmedford.org or by calling (541) 774-2100.  Instructions will be provided on how to obtain the RFP electronically.  The RFP documents include Sections I through V more particularly described as follows:

All respondents must state at the appropriate place in the proposal documents, whether or not the respondent is a resident as defined in ORS 279A.120.  A percentage increase, as determined by the Department of General Services, will be added to non-resident's bids for the purpose of determining the lowest qualified respondent.
 
The City of Medford (City) may reject any and all proposals upon a finding of the City that it is in the public interest to do so.  The City also reserves the right to waive any informalities in any proposal and to delete certain items listed in the proposal as set forth herein.
 
Proposals received after the time established for receiving proposals will not be considered.

The City of Medford is accepting proposals for the development of an update to the current Parks, Recreation & Leisure Services Plan.  In addition to the Plan Update, this request for proposal also consists of developing an update to the current Park System Development Charge Methodology.  Finally, cost estimates for the proposed improvements, along with on-going maintenance, are to be developed as part of the process.  Improvements and on-going maintenance costs will be part of future budget consideration.    
 
Sealed proposals will be received by Jennifer Huston, Purchasing Agent, City of Medford until 11:00AM, local time, on Tuesday, August 18, 2015. Proposals may be delivered personally to the Purchasing Agentís office located at 411 W 8th St., Room 380, Medford, Oregon, or mailed to the Purchasing Agent at 411 W. 8th St, Room 380, Medford, OR 97501; however, if mailed, the responsibility of their delivery on time to the office of the Purchasing Agent is wholly upon the bidder. Bids received after the designated date and time will either be retained or returned unopened, but they will not be considered.
 
As soon thereafter as possible, proposals will be opened and names read aloud.  Proposer may be present; however award decisions will not be made at the opening.
 
DESCRIPTION:           A Proposal for an update to the Parks, Recreation & Leisure Services Plan (LSP) to continue to implement a well-planned, systematic approach to citywide park and recreation services into the future.  An update to the Park System Development Charge Methodology that reflects the projects identified within LSP is also a component of this request.  It is critical that these services be consistent, compatible, and complementary to all current and planned Parks and Recreation Department services.

In accordance with ORS 279B.100 the City of Medford may cancel the procurement or reject any Proposal not in compliance with all prescribed public Request for Proposal procedures and requirements, or may reject for good cause, any or all Proposals upon a finding of the City it is in the public interest to do so.
 
All respondents must state at the appropriate place in the bid documents, whether or not the respondent is a resident as defined in ORS 279A.120. The City of Medford is accepting proposals for the development of an update to the current Park Master Plans for both Donahue-Frohnmayer Park and Howard Park.  In addition to the Master Plan, this request for proposal also consists of identifying all necessary land-use approvals along with completing the information needed for submission of a Conditional Use Permit for the proposed updated improvements for each park.  Finally, cost estimates for the proposed improvements, along with on-going maintenance, are to be developed as part of the process.  Improvements and on-going maintenance costs will be part of future budget consideration.
