City of Medford is seeking qualified CPA firms to conduct agreed upon procedures of its Transient Lodging Tax program collections.
 
City of Medford imposes a Transient Lodging Tax (TLT), paid as a nine percent (9%) surcharge on rents by patrons of hotels (lodging providers) and collected and remitted to the City by operators of those facilities.  Operators are given an identifying certificate in the name of their business by the City and are expected to remit reports on collections and remittance on a monthly basis.
 
Proposal packets are available by request through the City of Medford website at www.ci.medford.or.us. Sealed proposals are to be sent to Jennifer Huston – Purchasing Agent at 411 W 8th Street, Room 380, Medford, OR 97501. Proposals will be opened, at the designated time.
 
Each proposal must contain a statement as to whether the vendor is a resident vendor, as defined in ORS 279A.120. This is not a public works contract subject to ORS 279C.800 through 279C.870, the Davis Bacon Act (40 U.S.C. 276a).
 
The City of Medford reserves the right to reject any and all proposals not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any and all proposals upon the finding that it is in the public interest to do so and to waive any and all informalities in the public interest. In the award of the contract, the City of Medford will consider the element of time, will accept the proposal or proposals which in their estimation will best serve the interests of the City of Medford and will reserve the right to award the contract to the contractor whose proposal shall be best for the public good.

The City has been using SunGard Public Sector NaviLine applications on an AS400 platform (iSeries) since 1996. 
 
The selected Vendor is expected to provide the software and services required to implement the ERP.  Such activities include, but are not limited to: 
 
  • Development of to-be processes using industry best practices
  • Installation and configuration of software
  • Data conversion
  • Integration of software and interfaces
  • Development of reports, workflows and alerts
  • Development and delivery of training and materials
  • Testing
  • Post implementation support
  • Project Management

Proposals received after the designated date and time will either be retained or returned unopened, but they will not be considered.
