The City of Medford seeks proposals from qualified sound technicians, as described in the scope of work set forth herein.  Proposals will be received by the City of Medford, by Kathy Ameral, Purchasing Manager, 411 W. 8th Street, Room 390 Medford, Oregon 97501, until 2:00 PM, local time, February 10, 2010. 

 

Responses will be opened publicly after the proposal closing at 2:00 PM local time February 10, 2010.  However no award decision will be made at that time.

 

DESCRIPTION:  The 2010 Concerts in Bear Creek Park will begin on Wednesday, June 16th and continue until Wednesday, August 18th, for a total of eight  (8) to ten  (10) concerts.  The City of Medford needs a sound technician to supply all the sound equipment and the expertise to run the equipment outdoors for concerts, which start at approximately 7:00 p.m. and end by 8:30 p.m.

In accordance with ORS 279B.100 the City of Medford may cancel the procurement or reject any Proposal not in compliance with all prescribed public Request for Proposal procedures and requirements, or may reject for good cause, any or all Proposals upon a finding of the City it is in the public interest to do so.

 

All respondents must state at the appropriate place in the bid documents, whether or not the respondent is a resident as defined in ORS 279A.120.  A percentage increase, as determined by the Department of General Services, will be added to non-resident's bids for the purpose of determining the lowest qualified respondent.

 

Proposals received after the time established for receiving proposals will not be considered. FACSIMILE PROPOSALS ARE NOT ACCEPTABLE.

Sealed bids addressed to the Purchasing Manger, City of Medford, Oregon, endorsed, “Pavement dig-outs and Concrete Replacement, will be received by the City of Medford, Oregon, by Kathy Ameral, Purchasing Manager, City of Medford, Room 390, City Hall, Medford, Oregon 97501, until 2:00 p.m. local time, on February 18, 2010.  

 

As soon thereafter as possible, the bids will be opened publicly and read aloud.

 

DESCRIPTION:  Provide all labor, equipment and materials in accordance with the detailed specifications and bid schedule herein for approximately 2,040 S.Y. of pavement dig-outs and replacement with hot-mix asphalt concrete; and concrete replacements

 

Bid documents may be inspected and picked up for a nonrefundable fee of $50.00 by contractors or sub-contractors from the office of the Purchasing Manager, 411 W. 8th Street, Room 390 Medford, Oregon 97501 between the hours of 8:00 AM to 11:30 AM and 1:00 PM to 3:30 PM.

Bids must be accompanied by a Bid Security as prescribed in the Instructions to Bidders, payable to the City of Medford, Oregon, in an amount not less than ten (10) percent of the amount bid. The successful Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract, as prescribed in the Instructions to Bidders.

 

In accordance with ORS 279B.100 the City of Medford may cancel the procurement or reject any Bid not in compliance with all prescribed public bidding procedures and requirements, or may reject for good cause, any or all Bids upon a finding of the City it is in the public interest to do so.

 

Bids received after the time established for receiving bids will not be considered. Bidders on this work must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to, equal employment opportunity actions as specified. 

 

To be eligible to bid, the Bidder must either be prequalified by the City of Medford to work in the right-of-way or provide with the First-Tier Subcontractor Disclosure the name(s) of his subcontractor(s) that are prequalified and the right-of-way work that will be done by each.

 

Prequalification submittals by interested Bidders must be received by the City Engineer at least five (5) calendar days prior to the bid opening date.  Interested bidders must be prequalified before submitting a bid.  Prequalification application forms may be obtained at the office of the City Engineer located at the Engineering Division offices which are temporarily located in a modular building situated in the Medford City Hall parking lot between Medford City Hall, 411 West 8th Street, and the Medford City Hall Lausmann Annex, 200 South Ivy Street, Medford, Oregon, 97501 (541) 774-2100.  The executed Prequalification Form shall be addressed to the City Engineer at the specified address.

 

No bid for a construction contract shall be received or considered unless the bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.

 

This project is a prevailing wage project.  Submission of a bid constitutes agreement by the bidder stating that provisions of ORS. 279C.800 to 279C870 will be met. 

 

All bidders must state at the appropriate place in the bid documents, whether or not the bidder is a resident as defined in ORS 279A.120.  A percentage increase, as determined by the Department of General Services, will be added to non-resident's bids for the purpose of determining the lowest qualified bidder.

 

The Contract, if awarded, is to be awarded to the lowest responsive, and responsible bidder.

 

This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468A.720).
