Sealed bids addressed to Jennifer Huston, Purchasing Agent, City of Medford, Oregon, endorsed, “RIVERSIDE SOUTH PARKING LOT” with the name of the Bidder, the date and time for bid opening written on the outside of the envelope will be received by the City of Medford, Jennifer Huston, Purchasing Agent, at 411 W 8th Street, Room 380, Medford, Oregon 97501, until 2:00 p.m. local time, on November 18, 2014.
 
As soon thereafter as possible, the bids will be opened publicly and read aloud.
 
DESCRIPTION:  Provide all labor, equipment and materials required to provide all in-ground and above ground utility infrastructure; all labor, equipment and materials required to construct a parking lot complete with lighting, landscape and irrigation; an all labor, equipment and materials required to provide all street, driveways and sidewalk improvements; and all other work required to complete this project in downtown Medford, Oregon as described in the bid documents and as set forth on City of Medford plans. There will be a mandatory pre-bid walk through on Thursday, November 6, 2014 at 10:00 am, local time.
 
A set of such bid documents may be requested through the City of Medford website at www.ci.medford.or.us. They may also be examined at the following locations:

Bids must be accompanied by a Bid Security as prescribed in the Instructions to Bidders, payable to the City of Medford, Oregon, in an amount not less than ten (10) percent of the amount bid. The successful Bidder will be required to furnish the necessary additional bond(s) for the faithful performance of the Contract, as prescribed in the Instructions to Bidders.
 
The Owner may reject any bid not in compliance with all prescribed bidding procedures and requirements, and may  reject for good cause, any or all bids upon a finding it is in the public interest to do so. The City also reserves the right to waive any informality in any bid and to delete certain items listed in the bid as set forth therein.
 
Bids received after the time established for receiving bids will not be considered. Bidders on this work must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to, equal employment opportunity actions as specified. State of Oregon BOLI Wage Rates (current prevailing wage) are required for this project.
 
To be eligible to bid, the Bidder must either be prequalified by the City of Medford to work in the right-of-way or provide with the First-Tier Subcontractor Disclosure the name(s) of his subcontractor(s) that are prequalified and the right-of-way work that will be done by each.
 
Prequalification submittals by interested Bidders must be received by the City Engineer at least five (5) calendar days prior to the bid opening date. Interested bidders must be prequalified before submitting a bid. Prequalification application forms may be obtained at the office of the City Engineer located at the Engineering Division Offices in the Medford City Hall Annex at 200 South Ivy Street, Medford, Oregon, 97501 (541) 774-2100. The executed Prequalification Form shall be addressed to the City Engineer at the specified address.
 
No bid for a construction contract shall be received or considered unless the bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.

 
This project is a prevailing wage project. Submission of a bid constitutes agreement by the bidder stating the provisions of ORS. 279C.800 will be met.
 
All bidders must state at the appropriate place in the bid documents, whether or not the bidder is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to non-resident's bids for the purpose of determining the lowest qualified bidder.
 
The City of Medford may reject any bid not in compliance with prescribed bidding procedures and requirements, and may reject for good cause any and all bids upon a finding by the City it is in the public interest to do so. The Contract, if awarded, is to be awarded to the lowest responsive, and responsible bidder.
 
This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468.883).

The City of Medford is accepting proposals from qualified individuals or firms hereinafter “Proposers,” to provide Media and Communications Consulting Services as defined in the complete proposal document.  Proposals may be submitted to City of Medford, 411 W 8th Street, Room 330, Medford, OR 97501 until 3:00 PM local time, November 18, 2014.  Proposals should be labeled “Public Relations, Media and Communications Consulting Services, RFP 14-043CM” and include the Proposer’s name and address on the outside of the envelope. 
 
DESCRIPTION:  The City of Medford is committed to informing residents, property owners and visitors regarding the services, projects and accomplishments of the City organization.  It is the Council policy, as acknowledged in the Strategic Plan, to provide information in a transparent, timely, accurate and objective manner to all interested parties.  
 
The scope of work to include assessment and recommendations on the City’s Communication Outreach Plan, production of a City media relations guide, development of a marketing campaign to encourage website subscription, providing journalistic writing training to City staff, and assessment and recommendations for Social Media and the City’s current website.  A complete and more detailed description is provided in the complete Request for Proposal.

The City of Medford may cancel the procurement or reject any or all proposals in accordance with ORS 279B.100.
