NOTICE TO CONTRACTORS
2017 Wastewater Collection System Rehabilitation Project in the City of Medford
Sealed proposals addressed to Cory Crebbin, Public Works Director, City of Medford, Oregon, endorsed “2017 Wastewater Collection System Rehabilitation Project in the City of Medford," will be received at the office of the Public Works Director, 200 S. Ivy Street, Medford, OR 97501, until 2:00 p.m. local time on Thursday, December 15, 2016, and thereafter will be opened publicly and read and will then be referred to the City Council.
This project is to install forty-eight (48) Pipe sections with Cured in Place Pipe Liner (CIPP), within the City of Medford and Jackson County, Oregon.
This project includes all labor, equipment, and materials necessary to construct the following:
1 LS Mainline Video Inspection, Install 3,321.4 FT CIPP Liner, 6”; 7,151.3 FT CIPP Liner, 8”; 572.2 FT CIPP Liner, 10”; 190.0 FT CIPP Liner, 12”; 425.0 FT CIPP Liner, 15”; 419.2 FT CIPP Liner, 30.” The project includes: 274 EA Internal Service Reinstatement; work zone traffic control; and other miscellaneous work. Start date: February 21, 2017. Completion date: May 12, 2017. Estimated cost range: $500,000 - $1,000,000. Class of work: Earthwork and Drainage.

Bids must be accompanied by a certified check equivalent to 10% of the proposal payable to the City of Medford, to guarantee that if a proposal is accepted, a contract will be entered into and its performance secured. A Bid Bond to like effect and amount with a corporate surety will be acceptable for this project. Bids must be in writing and signed by or on behalf of the bidders.
All Bidders shall be prequalified with the City of Medford, as provided by law under Oregon Revised Statutes, at least 5 days prior to opening of bids.
All of the provisions of Section 279C.800 through 279C.870 ORS, as amended by Senate Bill 477, relating to wage rates to be paid on all contracts for Public Works in this state must be complied with and the statement attesting to the contractor's willingness to do so must be signed and submitted with the bid.
All bidders must state at the appropriate place in the bid documents, whether or not the bidder is a resident as defined in ORS 279A.120. A percentage increase, as determined by the Department of General Services, will be added to nonresident's bids for the purpose of determining the lowest qualified bidder.

In accordance with ORS 279B.100, the City of Medford may cancel the procurement or reject any Proposal not in compliance with all prescribed public Proposal procedures and requirements, or may reject for good cause, any or all Proposals upon a finding of the City it is in the public interest to do so. Proposals received after the time established for receiving Proposals will not be considered. Respondents on this work must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to, equal employment opportunity actions as specified.
Neither the contractor nor his subcontractors will need an asbestos abatement license to perform the work set forth under this notice.

Sealed proposals for providing utility billing software and implementation services for the City of Medford will be received by Lorraine Peterson, Public Works Business Manager for the City of Medford at 200 S. Ivy Street, Medford, Oregon 97501, until 4:00 p.m., local time, December 16, 2016. FACSIMILE PROPOSALS ARE NOT ACCEPTABLE.
As soon thereafter as possible, the proposals will be reviewed and evaluated by a City of Medford appointed Selection Committee in accordance with the Medford Municipal Code, Section 2.585.
DESCRIPTION: The City of Medford invites qualified vendors to submit proposals to provide the software and services necessary to replace the City’s existing SunGard Public Sector Customer Information System (utility billing system).
