The City of Medford is accepting sealed statements of qualifications for an executive recruiting firm to assist with its search for a Chief Financial Officer/Assistant City Manager.  Statements of Qualifications will be received electronically through BidSync or sealed paper response, by Jennifer Huston, City of Medford Purchasing Agent, 411 W. 8th Street, Room 380, Medford, Oregon 97501, until 2:00 PM, local time, January 30, 2018.   FACSIMILE OR EMAIL RESPONSES ARE NOT ACCEPTABLE.

The Request for Statement of Qualifications packet may be obtained from through BidSync at www.bidsync.com.  Packets obtained from other sources may not be valid documents and do not add you to the plan holders list or ensure you will receive necessary addenda as well as additional relevant information.
 
In accordance with ORS 279B.100 the City of Medford may cancel the Request for Statement of Qualifications or reject any response not in compliance with all prescribed public Request for Statement of Qualifications procedures and requirements, or may reject for good cause, any or all responses upon a finding of the City that it is in the public interest to do so.

Proposals for an Alternative Fuels Assessment & Feasibility Study by qualified firms will be accepted by Jennifer Huston, Purchasing Agent, City of Medford, electronically through BidSync or sealed proposals at City of Medford, 411 W 8th Street, Room 380, Medford, OR 97501, until 4:00 PM local time, on January 31, 2018. Sealed paper proposals must be labeled with the proposal name and RFP number.  It is wholly the responsibility of the proposer to ensure the proposal is received by the designated time; no late proposals shall be accepted.

The resulting Study shall include an in-depth analysis of readily available fuel types in rolling stock that could be used in typical and emergency use of the City of Medford Fleet and an assessment of the short term market trends of alternative fuel rolling stock and fuel production. The study must include electric, diesel- hybrid electric, propane, compressed natural gas (CNG), liquid natural gas (LNG) and other fuel types that the offeror feels would meet the service requirements for the City. It should be noted that currently CNG and LNG are not available at City of Medford, however that should not preclude consideration of those fuel types as an option.

The City also reserves the right to waive any informality in any bid and to delete certain items listed in the proposal as set forth therein.

All Respondents must state at the appropriate place in the proposal documents, whether or not the Respondent is a resident as defined in ORS 279A.120. 

Awarded contractor must comply with Federal Construction Labor Standards and with all other applicable federal governmental requirements including, but not limited to equal employment opportunity actions as specified.

Sealed bids for the KENNEDY PARK PHASE III 2018 project will be received by Jennifer Huston, Purchasing Agent, City of Medford, electronically through BidSync or sealed paper bids at 411 W 8th Street, Room 380, Medford, Oregon 97501, until 2:00 P.M. local time, on February 15, 2018.  Sealed paper bids must be labeled with the bid information.  It is wholly the responsibility of the bidder to ensure the bid is received by the designated time; no late bids shall be accepted.

As soon thereafter as possible, the bids will be opened publicly and read aloud.

DESCRIPTION:   This project construction will occur at the existing Kennedy Park in Medford, Oregon. Contractor will provide all labor, equipment and materials required for the construction of a third phase of Kennedy Park, to include: a parking lot, new and refurbished asphalt paths, drainage system, path and parking lot lighting system, picnic shelter, playground element, landscaping and irrigation. This PHASE III 2018 contract work follows a Phase III Drainage contract completed in the fall of 2016 for the construction of a storm drainage system surrounding the existing soccer field.

Implement a CITY approved soil protection plan to ensure soils under trees and in landscape areas are not damaged.  Soil shall not be compacted when the soils contain moisture.  A typical construction season is interrupted during the rainy season- typically from mid-October through April.
This project construction will occur at the existing Kennedy Park in Medford, Oregon.

There will be a MANDATORY Pre-Bid Conference and walk-through at 2:00 P.M. local time, on January 24, 2018.  Interested parties must be present to be eligible to submit a bid. The pre-bid conference will be held at the Santo Community Center, 701 N Columbus Ave, Medford, OR 97504. Immediately after, an on-site walk-through will occur at Kennedy Park, Medford, Oregon. 97501.

This project does not contain asbestos abatement work and the contractor or (any) subcontractor will not be required to be licensed by the Department of Environmental Quality (ORS 468A.720).

This project is a prevailing wage project. Submission of a bid constitutes agreement by the bidder stating the provisions of ORS. 279C.800 will be met.
