The Medford City Council Study Session was called to order at 6:00 p.m. in the Medford Room of the Medford City Hall on the above date with the following members and staff present:
Mayor Gary Wheeler; Councilmembers Clay Bearnson, Daniel Bunn, Chris Corcoran, Dick Gordon, Tim Jackle, Eli Matthews, Kevin Stine, Michael Zarosinski
City Manager Pro Tem Alison Chan; Deputy City Manager Bill Hoke; Deputy City Attorney Kevin McConnell; City Recorder Karen Spoonts; Sr. Assistant City Attorney Eric Mitton; Police Chief Randy Sparacino; Human Resources Director Mike Snyder
John Anhorn; Damion Mann of the Mail Tribune.
City Manager Recruitment
Attorney McConnell provided information on Resolution No. 8417 which was adopted in 1997. He spoke of the criteria for holding an executive session to hire a City Manager. He stated City Attorney Cooper stated we should update this resolution to allow Council to become more transparent.
Mayor Wheeler provided an agenda for the study session: Reso No. 8417, time frame, search process, brochure and next steps.
Councilmember Stine questioned how this would be more transparent and what information would be public; Mr. McConnell noted before you go into executive session you could take into account what the public is looking for and provide that information.
Mayor Wheeler noted we had questions on Amundson; the consultant, Chuck Rohre, would like assurance that Council was behind the offer to Amundson before he would tender the offer. Councilmember Gordon had said at the meeting that he would vote for him if there were certain parameters met. Councilmember Gordon did not think it was appropriate to share in a study session.
Councilmembers Zarosinski and Bunn called for an executive session at 6:12 p.m.
City Manager Pro Tem Chan, Deputy City Manager Hoke, Police Chief Sparacino, Human Resource Director Snyder, and John Anhorn left the room.

Council reconvened to the study session at 7:09 p.m. with the same members present.
City Manager Pro Tem Chan, Police Chief Sparacino, Human Resource Director Snyder returned.
Ms. Chan noted she received direction from Mr. McConnell in her office before stepping back into the study session.
The meeting adjourned at 7:13 p.m.
