The Medford City Council Study Session was called to order at 12:00 p.m. in the Medford Room of the Medford City Hall on the above date with the following members and staff present:

Garry Penning and Laura Leebrick from Rogue Disposal and Recycling (Rogue) presented their 5-year review, including an acceptance of performance audit. Their current franchise agreement is ready for renewal; a franchise agreement protects the environmental health and safety of the public and provides consistent service throughout the area.

- Discussed the customer base in Medford
- 85% to 90% of customers are utilizing recycling; typical numbers for refuse companies
- 54% customers choose green waste bin as well
- Rogue has no ability to obtain the money for cans and bottles recycled
- Approximately one-third of their truck fleet has been converted to compressed natural gas
- Participates in the Jackson County Community Partnership and Household Hazardous Waste Program
- Recycling increased 25% since the last 5–year review
- Supply versus demand in recycling has increased, causing a decrease in revenue

Rogue Disposal outlined the process for notifying customers of the cost increase. Mr. Penning will work with staff to determine a date to present to Council for consideration.
Testimony to the Joint Committee on Transportation Preservation and Modernization
Public Works Director Cory Crebbin provided a history of the topic and recommended a representative attend the August 31, 2016 meeting to provide testimony on transportation priorities in southern Oregon.
- Expand recycling education:
- To reduce contamination
- Clarifying types of plastic to be included
- Potential DEQ requirements for carpet, waste plastics may increase expenses
- Discussed the projected growth versus actual growth
- Consumer Price Index has not tracked with cost drivers for industry, despite the decrease in fuel expense
- Global markets invested in recycling indicate this is the bottom of the recession; but the market will not make a quick comeback
- Potential new rates
- Establish a rate for commercial recycling
- Increase rate by $2.05 per month for the average residential customer
- Increase of $17.94 for the average commercial business
- Increase residential green waste collection by 78 cents per month
- Would like new rate to become effective January 1, 2017
- Residential recycling will remain free to customers
- Corporation tax will increase; Rogue Disposal is not required to pay that tax, but it should increase their expenses
- Phoenix/North Foothill road a top priority approximately three years ago
- Highway 62 Bypass
- Benefits the region, including Crater Lake Highway and I-5
- Should be able to obtain state and/or federal money for this project
- Ties into the UGB amendment and is a regional issue
- Provided the Technical analysis
- County Roads supports this project; ties into the state’s plan for emergencies and the need to serve urban areas
- Any work done benefits the City
Deputy Public Works Director – City Engineer Alex Georgevitch explained the meeting provides a limited opportunity to speak with the committee members that are putting together a packet for legislature. We need to provide guidance and ensure accurate information is provided. Councilmembers Zarosinski and Bunn plan to attend the meeting and testify.
Mayor Wheeler clarified if we needed a resolution; Council preferred it be discussed under Council Business to formalize the written record.
Mr. Georgevitch speculated that Jackson County will request preservation; how to maintain their current situation, because the county doesn’t have a street utility fee.
The Table Rock Road area was discussed; it is funded. The bridge is now Medford’s jurisdiction.
- Council discussed how to increase revenue
- State transportation revenue is distributed 50% to ODOT, 30% to counties and 20% to cities; but generally the city funding is cut for special projects/last minute issues
- Council discussed whether to support a gas tax to provide additional funding
What should Councilmembers Bunn and Zarosinski discuss during the meeting?
- Council continued discussion regarding how to increase revenue
- Gas tax is an idea; may collect more in gas tax revenue than our 20% share
- The 20% is distributed to various cities, so we don’t necessarily receive 20%.
- LOC takes some funding
- Approximately $5 million goes to the small city account and a couple other funds
- Any increase in gas tax requires 2/3 majority of the Oregon legislature
- Support enhancing statewide transportation revenue
The meeting adjourned at 1:17 p.m.

- City supports enhanced transportation issues, not necessary gas tax
- Encourage enhanced transportation revenues without being specific
- Recognize that there is not enough transportation funding
- Transportation should be a top priority for the Oregon legislature; freight impacts everyone
- MPO and RVACT report no money for new projects; it’s all for maintenance
