This project will install a signal or roundabout at the intersection of Owen Drive and Crater Lake Avenue. The existing intersection is wide and has a crash history that warrants a traffic control change. Volumes do not support a traffic signal installation. Another concern with installing a traffic signal is how close the intersection is to Crater Lake Highway. Will this be Medford’s first two-lane roundabout?
Staff issued a Request for Proposal (RFP) for Intersection Control Evaluation (ICE) and follow-on design. Proposals were received and have been evaluated. Staff is currently in negotiations with the top-ranked consultant. The consultant contract is anticipated to go before City Council in February 2018. The ICE phase of the contract will start immediately after contract approval.
The consultant, Kittelson and Associates, Inc. is working on the Intersection Control Evaluation (ICE) which is anticipated to be complete in June 2018. Once the intersection treatment is selected, the final design will begin.
The alternatives analysis for the project is being finalized and the final design will be starting soon.
The intersection control evaluation was discussed with the City Council at a study session on October 11, 2018. Council directed staff to proceed with the signal design. The consultant will begin on the signal design in the coming months.
The signal is currently under design. Construction is anticipated to occur in the Summer of 2019.

Design of the signal improvements are complete. The final design includes the new signal, a new right-turn lane at Crater Lake Ave, and conversion of one of the through lanes to a right-turn-only lane at Crater Lake Highway.
The project was bid June 18, 2019 and JRT Construction LLC is the apparent low-bidder. Construction is anticipated to complete by October, 2019.
Project is nearly complete. Currently waiting on City-furnished signal poles to arrive from the manufacturer. Contractor has completed all other items and is scheduled for total project completion three weeks after poles arrive.
